Research On The Optimization Of Medical Equipment Procurement Based On Value Engineering Theory

With the development of China’s social economy and the growth of national income,people have begun to pay more attention to their own health status,and the level of medical treatment and service quality in hospitals have also improved.Correspondingly,the demand for medical equipment that plays a crucial role in improving the level of hospital medical services,enhancing social and economic benefits will also increase.However,the procurement of medical equipment is not just a simple buying and selling relationship,and how to purchase suitable medical equipment is not simple.Firstly,the procurement funds for medical equipment are limited.According to the 2022 Department Budget of the National Health Commission issued by the National Health Commission on March 24,2022,the 2022 budget for public hospitals is 656.983 million yuan less than the implementation amount in 2021,a decrease of 8.95% compared to 2021.With the reduction of national financial allocation,the budget of medical equipment allocation is mostly the first to be cut by public hospitals.However,due to the significant initial investment in the design,research,and development of medical equipment,as well as clinical trials,and other aspects,along with many circulation links,the purchase price of medical equipment is generally very high.Secondly,the procurement of medical equipment lacks scientific evaluation methods.The number of registered medical device products in China has been increasing for several consecutive years,and in 2022 was even more significantly increased,including more than 1800 domestic Class III medical devices,more than 13000 Class II medical devices,and nearly 30000 Class I medical device products.The surge in the number of medical device registrations and the increase in procurement options is certainly a good thing for medical institutions,but at the same time,the efficiency of medical devices of different brands and models may also vary in the daily management of medical institutions.However,most hospitals mainly rely on the experience of procurement personnel to make decisions when purchasing medical equipment,lacking scientific evaluation methods.This often leads to procurement results where subjective factors are too strong or factors are too one-sided,resulting in the purchased medical equipment not meeting the needs of clinical departments and being idle.The efficiency of medical equipment is not optimistic.Choosing the most suitable medical equipment among the many that meet the needs of clinical departments with a limited budget requires us to establish a scientific and comprehensive evaluation index system for medical equipment procurement value.Based on the actual situation of W Hospital,combined with the current status of W Hospital’s medical equipment procurement management,this thesis uses interviews and questionnaires to find out the problems of low efficiency,high cost,and long lead time of medical equipment procurement in W Hospital,analyses that the main reason for these problems is the lack of scientific evaluation methods,and finally determines to propose the evaluation index system for medical equipment procurement value as the direction of optimization.From the perspective of value engineering,the value of medical equipment procurement is divided into two parts: efficiency and cost.Based on the characteristics of medical equipment in the “Medical Equipment Maintenance and Assurance Management Series”,the medical equipment effectiveness index system was finally determined by experts and scholars through many discussions,with 4 first-level indicators and 13 second-level indicators,using fuzzy analytical hierarchy process and fuzzy comprehensive evaluation method to assign values to the indicators,to obtain the medical equipment efficiency index system.Then we establish a medical equipment life cycle cost evaluation index system with the cost spent by medical equipment during the whole effective use period of the equipment.Finally,using the ratio of effectiveness and cost to get the evaluation index system of medical equipment procurement value,to help the procurement staff make critical decisions on medical equipment before it is procured for use in hospitals,to purchase more valuable medical equipment.and it also provides safeguards such as establishing a new procurement system,constructing a medical equipment acquisition application form with refined data,improving the level of information technology application,strengthening the equipment procurement supervision and restraint mechanism,and improving the professionalism of procurement staff to help the management of medical equipment procurement in W Hospitals afterwards.The establishment of the evaluation index system for the purchase value of medical equipment in W Hospital adopts qualitative and quantitative methods for joint analysis,which has certain scientific significance,intending to promote and improve the construction of the value analysis system for the purchase of medical equipment in hospitals in China,and helping to improve the efficiency of medical equipment in hospitals and control the cost.
