Research On Optimization Of Management System Of Large-scale Medical Equipment Procurement Projects In Public Hospitals

With the improvement of China's comprehensive national strength,China's population has increased year by year,and the per capita consumption level has also increased year by year.People in the pursuit of material life,but also began to pursue a healthy life.Large-scale medical equipment is the foundation of the advanced medical level of hospitals,In this paper,the procurement of large-scale medical equipment in public hospitals is divided into start-up stage,demonstration stage,planning stage,implementation stage,feedback stage and control stage,and analyze the problems in each stage of purchasing large-scale medical equipment,and combined with project management related methods,give an optimized plan.This paper first studies the relevant theories about public hospitals,medical equipment,large-scale medical equipment,project management and so on.On this basis,the present situation of large-scale medical equipment procurement in public hospitals in China is studied,the feasibility analysis of large-scale medical equipment procurement project management is carried out,the characteristics of large-scale medical equipment procurement in public hospitals are summarized,and introduce the procurement process of large medical equipment in public hospitals.Using literature analysis method and questionnaire method to carry out research,sort out the existing problems in the procurement process.Finally,combined with the results of the problem analysis,the paper puts forward the improvement measures according to the problems of low budget quality,insufficient demonstration,unscientific plan,irregular bidding and procurement,lack of quality control and so on.First of all,it is proposed to improve the budget management system and increase the budget supervision system for the start-up stage.Secondly,for the demonstration stage to put forward the normative demonstration process,choose a scientific method of argumentation.Then apply the work breakdown structure method,responsibility distribution matrix method and milestone planning method commonly used in project management to the planning stage of large medical equipment procurement projects.The quality control optimization scheme of the whole process quality management and the whole personnel quality management is put forward.Finally,optimize the process problems in this kind of purchasing project management system.Combined with game theory,the paper puts forward to improve the punishment and reduce the phenomenon of bid string in the process of bidding.Based on the above theoretical research,select a large-scale medical equipment procurement as an example,analyze the specific optimization methods,change the current public hospital large-scale medical equipment traditional procurement model of disadvantages.With a view to establishing a set of scientific and effective medical equipment procurement workflow for public hospitals,for the future procurement work to provide reference.
