| Taking advantage of the “Belt and Road ” initiative,China’s rail transit manufacturing industry has actively contributed to overseas markets and railway development in many countries.In 2018,China and Egypt achieved significant results in practical cooperation under the “Belt and Road” initiative.CRRC Sifang and the China Railway AVIC International Consortium have signed a vehicle procurement contract and a vehicle maintenance service framework agreement for the Egypt Ramadan project.However,different countries have different development conditions of rail transit and different political environments.International railway engineering projects with long cycle,large investment and complicated technology application are more difficult for enterprises to make profits under the situation of global epidemic.Therefore,while expanding the development of overseas railway business,risk management of overseas railway engineering projects is more necessary.Scientific and rational risk management can not only improve the interests of Chinese enterprises,but also help promote China’s high-speed railway "going global" process.This project carries out the identification,evaluation and response of project risk from the perspective of risk management.First of all,based on the comparison of the pros and cons of this project risk identification method,the paper uses the checklist method,Delphi method and RBS method to identify 59 sub-risks and display the project risk list.Secondly,according to the specific situation of the project,this paper adopts identify 8 categories and 35 specific risks by using the method of checklist and delphi method,which are as follows: technical risk,management risk,economic risk,political risk,schedule risk,quality risk,maintenance risk and natural risk.And then the probability influence matrix method is used to establish the risk assessment model;Using analytic hierarchy process(AHP),this paper makes quantitative evaluation of various types of risks,and makes clear the key points and directions of risk control of 10 th of Egypt Ramadan Railway Project.Make a comprehensive ranking based on the risk weight,formulate targeted risk preventive measures and coping strategies,and successfully complete the delivery of the project.Finally,by summarizing the specific research results of risk management of this project,7first-level risks of this project are obtained,they are the risk of national policy continuity,the risk of national war and personnel safety,the risk of inflation,the impact of the local epidemic situation in Egypt on the project progress,the risk of religious belief affecting the local management,the risk of corruption and the risk of technical quality caused by bad environment.In addition,21 second level risks and 7 third level risks have been obtained.And the corresponding risk response strategies are put forward in this paper,which provides reference for the management of overseas railway projects and overseas engineering projects,and also provides the reference value for the risk management of overseas engineering projects between China and Egypt in the future. |
