The international maritime service industry chain is closely linked to the FTZ due to the core development scenario of port cities.As an important gateway to China’s foreign economic interactions,the system construction of the FTZ can provide the resources,services and policies needed for the development of the international maritime services industry and create a business environment conducive to the transformation and upgrading of the industry chain extension development.Exploring the specific shape of the international maritime service industry chain and the corresponding construction focus of the FTZ is of great significance in the new era of using the external window to connect to the world market and gain more discourse for China to climb up the global value chain and in the global supply chain.This paper focuses on the linkage development of international maritime industry chain and FTZ,and studies the future development direction of China’s FTZ for international maritime service industry chain.Based on theory and practice,this paper constructs the definition and scope of international maritime service industry chain from the perspective of supply chain and value chain;through core dimension analysis,theoretical selection,expert consultation and validity test,this paper constructs a comprehensive evaluation system for system construction of China’s pilot free trade zone facing international maritime service industry chain,and uses hierarchical analysis to confirm the "basic guarantee " The weights of four criteria-level indicators and 12 operational-level indicators are confirmed by using hierarchical analysis,and the weights of Shanghai,Tianjin,Liaoning,Guangdong,Zhejiang and Fujian are selected.The six pilot FTZs of Shanghai,Tianjin,Liaoning,Guangdong,Zhejiang and Fujian are selected as the research objects,and the TOPSIS model is used to determine the comprehensive evaluation results,so as to conduct empirical analysis in the total indicators and sub-dimensions.Finally,the paper takes the practice of developing international maritime service industry chain in Zhejiang FTZ as a case study,and uses the framework of comprehensive evaluation system to study its institutional innovation and development pain points.After an in-depth study combining quantitative evaluation and qualitative analysis,this paper puts forward targeted policy recommendations on how to further develop the international maritime service industry chain in China’s pilot free trade zone.At present,the international economic and trade pattern is facing reshaping,and the more frequent risk factors lead to the accelerated adjustment of the global international economic and trade rules,so the international maritime service industry chain and the China Pilot Free Trade Zone need more synergistic and innovative development.In response to the diverse upgrading and development needs of the industry chain,the China Pilot Free Trade Zone should broaden its design ideas,take the initiative to benchmark with the high-standard international economic and trade rules,launch a combination of policies in the areas of basic security system,service trade opening,key industry gathering,talent training and financial innovation,pilot implementation and regulatory implementation,create an open and transparent,competitive and orderly business environment,stimulate market vitality,and achieve a high level of openness to promote China’s economy is moving forward in a more resilient direction.
