With the improvement of organization,China’s less-than-truckload logistics industry has entered the stage of accelerated integration,and network less-than-truckload is gradually replacing regional less-than-truckload because of its characteristics of unified planning and easy to form transportation scale advantages.For less-load logistics enterprises based on hub-andspoke network transportation,hub failure will lead to logistics delivery delay and even logistics interruption,resulting in huge losses for enterprises.Therefore,this paper introduces the consideration of the local failure of the hub to study the optimization problem of the hub-andspoke less-load logistics network,in order to improve the reliability of the less-load logistics network.This article mainly starts with the phenomenon of partial hub failure,and divides the research into two parts: structural optimization based on existing less-than-truckload logistics network and less-than-truckload logistics network design.Continuing waiting and path redistribution are two solutions for partial hub failure.First of all,from the perspective of lessthan-truckload logistics enterprises with mature operational networks,in the research of network structure optimization,considering the direct access problem and partial hub failure problem,aiming at minimizing the total operating cost of the network,a regional hybrid hub and spoke logistics network structure optimization model was constructed for two solutions,and a MPSO algorithm was designed to solve the problem by substituting it into the example of Company A.Secondly,from the perspective of less-than-truckload logistics enterprises that need to build logistics networks,in network design research,considering the direct access problem and local hub failures,aiming at minimizing the total network operating cost and maximizing customer time satisfaction,the design model of regional hybrid hub-spoke zeroload logistics network was constructed respectively for the two solutions,and the MOPSO algorithm was designed to solve the model by using Company A’s example.Finally,the effectiveness and feasibility of the two kinds of optimization models are determined by comparing the solution results of the basic model and the transportation scheme optimization model,and the solution results of the transportation scheme optimization model and the network design model under the two solutions.The results show that:(1)using hybrid hub and spoke networks can reduce network operating costs compared to pure hub and spoke networks;(2)The failure costs caused by partial hub failures(i.e.,waiting costs or bypass transportation costs)account for a large proportion of the total network operating costs.Therefore,it is necessary to comprehensively consider the issue of partial hub failures during network layout to improve the reliability of the network system;(3)Considering the local failure of the hub in the optimization of the less-thancarload logistics transportation scheme,it is better to adopt the path redistribution strategy to alleviate the local failure of the hub than to continue to wait;(4)In the design of less-thantruckload logistics networks,the problem of partial hub failures is faced.The affected traffic continues to wait for the failed hub to process,which can achieve the goal of minimizing the total operating cost of the network.The route reallocation scheme helps to promote balanced distribution of cargo flows at pivot points and achieve higher customer time satisfaction;(5)It is a general trend to develop a "win-win" layout plan that takes into account both time and cost,corporate interests and customer interests.
