The old residential community was built earlier,some facilities were in disrepair,and the safety planning and design were unreasonable.Its ability to resist risks was weak,and the vulnerability to disasters was increasingly prominent.In order to enhance the ability of urban old residential communities to resist external risks,this paper introduces the concept of disaster resilience,draws the stakeholder relationship matrix,analyzes the network relationship among stakeholders in the community,and analyzes the disaster resilience of stakeholders based on the social network analysis method.The fuzzy Best and worst method(FBWM)was used to calculate the weights of evaluation indexes,and the disaster resilience evaluation model of the old urban community based on the matter-element extension method was constructed.An old residential community “Jinjinghuayuan” affected by rainstorm waterlogging in Zhengzhou city was taken as an example for empirical analysis,and relevant strategies for improving disaster resilience of the old residential community were proposed.This research is mainly carried out from the following four aspects.Firstly,sort out relevant literature,stakeholder theory,social network theory,disaster resilience theory and other theories are clarified,the classification of community stakeholders is defined,and community resilience is analyzed from the perspective of social network,laying a foundation for the subsequent application of relevant theories.Secondly,by referring to relevant domestic laws and regulations on disaster prevention and reduction and combining with the index framework of relevant literature on community resilience evaluation at home and abroad,this paper summarizes and classifies various factors affecting the disaster resilience of the old residential community,comprehensively collects,selects and sorts out the influencing factors,an evaluation index system of disaster resilience for urban old residential community was constructed,which included 42 evaluation index systems.Thirdly,the network relationship among stakeholders is analyzed,social network structure chart is drawn,and disaster resilience of stakeholders is analyzed based on social network analysis.The best index and the worst index are determined,the triangular fuzzy number is introduced,and the weight of each index is solved by nonlinear objective programming.By determining the classical domain,node domain,subject element to be measured and establishing the correlation degree function,the evaluation model of post-disaster resilience of the old urban community based on the matter-element extension model is constructed.Fourthly,through the case analysis of the old residential community of Zhengzhou city affected by severe rainstorm and waterlogging,the evaluation grade of its disaster resilience is "Ⅲ",that is,the disaster resilience level is medium,and further adjustment and improvement are required.In addition,the evaluation results show that when the disaster is subjected to external interference,the biggest influence is the physical toughness,the stronger the physical toughness,the stronger the disaster resilience.Finally,disaster adaptation strategies are proposed from the perspectives of stakeholders and community resilience,and countermeasures suitable for improving disaster resilience of urban old residential areas are formulated.The results of this study provide ideas for the transformation of old residential communities in China,and the transformation of old residential communities into old residential communities with resilience will help China achieve the goal of building a resilient and smart city. |
