Study On The Renewal Strategy Of Old Urban Areas In The Context Of Urban Renewal In The New Era

Since the reform and opening up,China’s cities have experienced rapid development and large-scale expansion,and the people’s demand for a better life has been continuously met.However,behind the "quantitative expansion" of cities,there is an urgent need for "qualitative improvement",such as the contradictions in the old city areas have become prominent.China’s 14 th Five-Year Plan and the outline of 2035 Vision clearly proposed to accelerate the transformation of urban development and implement urban renewal action,which is the first time to raise urban renewal to a national strategy,and means that the city is changing from large-scale incremental expansion to a new period of stock quality improvement.In August 2021,the Ministry of Housing and Urban-Rural Development issued the Notice on Preventing Large-scale Demolition and Construction in the Implementation of Urban Renewal Action(Jianke [2021] No.63),which provided action guidelines and set the bottom line for the implementation of urban renewal action in the new period.However,in concrete practice,as an important carrier of urban renewal,the renewal of old city areas still faces difficulties in balancing investment and income,diversified public demands and unbroken policy barriers.Therefore,further exploring the implementation path of old city district renewal is of guiding significance for practice.In the context of urban renewal in the new era,this paper firstly compares the development history of urban renewal and related researches at home and abroad,and analyzes the transformation of urban renewal value orientation in the new era,so as to provide empirical inspiration and value followings for the later case studies.Secondly,it focuses on the urban renewal pilot project of Hefei City-the renewal of Wangwei old city area in Weigang as a practical case.Through field research,personnel interviews and questionnaire surveys,the analysis concludes that the area is facing a double dilemma of renewal,including the dilemma of renewal pieces and the dilemma of renewal process.Driven by the dual dilemmas,we use the organic renewal theory,public service cooperative production theory,sustainable development theory and value co-creation theory as the theoretical basis,and apply the rooting theory research method to derive the value creation path of old city district renewal,i.e.,to explore the multi-dimensional balance type,multi-dimensional synergy type,multi-step progressive type and multifaceted expansion type under the cooperation of multiple subjects with government guidance,market-oriented operation(state-owned enterprises + social forces)and public participation.In the end,we can realize the co-creation of economic,social,cultural and ecological values of old city district renewal.
