Research On Evaluation And Promotion Of Emergency Management Ability Of Highway Project

The road construction in our country has made significant achievements during its rapid development.However,overall,the safety management level of road construction is still not high,and the research on emergency management theory needs further improvement.Therefore,based on domestic and international research results,this paper conducts research on accident causation factors,emergency management capability index system,emergency management capability evaluation model,strategies for improving emergency management capability,and guarantees.The specific contents include: Firstly,defining the concept of emergency management capability and analyzing accident causation factors.Secondly,based on the accident causation factors,constructing an emergency management capability index system for road construction,including personnel organization,plan system,resource guarantee,monitoring and control,command and coordination,and recovery and summary.Each aspect of the index is defined and validated separately.Then,based on in-depth interviews and expert consultations,designing evaluation criteria for the emergency management capability index of road construction and proposing a triangular fuzzy number index weighting method based on set-value statistics.At the same time,basic data is obtained through questionnaire surveys,and a multi-level fuzzy comprehensive evaluation model is established.In addition,based on the constructed index system,internal strategies for improving emergency management capability in road construction and external guarantee suggestions are proposed.Finally,using the constructed evaluation model,a comprehensive evaluation is conducted on two sections of the Guanglian Expressway,and relevant suggestions are made.These research results have certain reference value for improving the relevant theoretical research on the emergency management capability of road construction,strengthening the emergency management work of engineering projects,and evaluating their own emergency management capability.
