In electricity market environment, the quantified description from power quality synthetic evaluation is a vital basis for Power Quality Evaluation (PQE) and electricity pricing. In this paper, the background of power quality (PQ) is discussed, then two synthetic evaluation methods for PQ based on fuzzy cluster analysis (FCA) and process capability index are proposed. In the former method, FCA has been used to evaluate PQ. After a series of conversions for fuzzy similar matrix, the power qualities of different monitoring places are sorted and evaluated. In the latter one, samples are statistical analyzed to get the single process capability indices. The process capability indices calculated are differently weighted so as to get the integrated multivariate process capability indices and the PQ level. Case studies show that the proposed methods are practicable for the synthetic evaluation of PQ, and they are also new ideas. Finally, several basic problems of PQ investment efficiency are discussed primarily.
