At present,China has entered its fourteenth five-year plan,which proposes a higher goal of building a safe and secure country.This plan also sets higher standards for work safety and emergency management capabilities.With the rapid development of the construction industry,the work safety issues of construction enterprises have gradually attracted people’s attention.Due to the large number of people involved in construction and the complexity of construction processes,once an emergency occurs,it may cause huge losses.Therefore,it is of great significance to strengthen the research on the emergency management capabilities of construction enterprises.This thesis will focus on the construction enterprises and take the emergency capability as the research object.It will adopt a combination of qualitative and quantitative methods to construct an evaluation index system and model for emergency capability,and conduct analysis based on specific cases.The main research contents are as follows:(1)Through extensive literature review,this thesis defines the concepts of emergency and emergency capability of construction enterprises,and analyzes their characteristics.Then,based on the analysis of the characteristics of emergencies in construction enterprises and related crisis theories(4R and PPRR crisis management theories),an emergency capability evaluation framework for emergencies in construction enterprises is constructed,which includes one objective layer(emergency capability evaluation of construction enterprises),four process layers(emergency prevention,emergency preparedness,emergency disposal,and emergency recovery)and their indicator layers.(2)Based on the literature review of emergency capability,36 evaluation indicators were initially screened out.Through expert brainstorming,the selected indicators were sorted,merged and deleted accordingly.An evaluation index system consisting of 21 indicators was preliminarily determined.Then,using Python language in Anaconda development environment,text mining was performed on the emergency plan of construction enterprises,and 3 indicators were added according to the characteristics of construction enterprises.Finally,through questionnaire survey combined with membership degree analysis,the obtained indicators were further screened,and an evaluation index system of emergency capability for emergencies in construction enterprises was constructed,which included 24 indicators.(3)Based on the combination of qualitative and quantitative methods,this thesis uses G1 and entropy methods to assign weights to the process layer and the indicator layer respectively,and analyzes the weighting results.Then,it introduces the game theory idea,and finds the compromise point between the two weighting methods,so as to achieve Nash equilibrium,and obtains the game theory combined weight.By combining cloud model theory with the characteristics of emergency capability evaluation of construction enterprises,this thesis constructs an emergency capability evaluation model for emergencies in construction enterprises by using the forward and inverse cloud generators of cloud model.(4)Based on the combination of theory and practice,this thesis applies the evaluation model to M construction enterprise and analyzes it.Firstly,the evaluation data are obtained through questionnaire survey,and the emergency capability evaluation level of construction enterprise is determined by using Matlab software and cloud generator algorithm.Then,the obstacle degree model is introduced to diagnose and analyze the obstacle factors that affect the improvement of emergency response capabilities of M construction enterprises,clarify their weak points in emergency response capabilities,propose targeted strategies,and verify the effectiveness of the model.This thesis includes 21 figures,27 tables and 122 references.
