The manufacturing industry is the main support industry,so the manufacturing stateowned enterprises(SOEs)have a vital position in our country.And in today’s fastchanging world,SOEs should also develop internally with the times.At the same time,as the main source of business and economic profitability within the enterprise,the project has an unshakeable position in the whole enterprise,therefore,the good or bad project management will directly affect the normal operation and future development of the enterprise.At the same time,in order to ensure that business activities are economic,efficient and effective,enterprises use internal control to implement self-adjustment,discipline,planning,evaluation and control,such effective methods and measures are an indispensable part of the internal enterprise.This paper mainly adopts literature research method,case study method,field research method,hierarchical analysis method and fuzzy comprehensive evaluation method to select manufacturing state-owned enterprise Company F as the research object,to gain an in-depth understanding of various aspects of project management represented by the heavy nine phase II trackside system project during the current intelligent operation and maintenance transformation of Company F.The paper analyses the key control activities process of project management of the company and the internal internal control system related to project management within the company The company’s project management internal control system was analysed,a team of experts was selected from within the company and from enterprises and organisations related to Company F’s projects,each key point of project management was identified,an index system for project management internal control was constructed through the hierarchical analysis method,including 5 primary and 22 secondary indicators,and weights were derived from the experts’ evaluations,and each indicator was then scored through the establishment of a fuzzy comprehensive evaluation matrix to obtain an evaluation of Company F’s project management.In the analysis of the results,it can be seen that the approval system of the project process,the awareness of internal control management of project personnel,the promotion and transfer of project team personnel,the communication mechanism of the project team,the division of labour system and the update and improvement of project management control procedures are at a poor level.Finally,the evaluation results were combined with Company F’s actual situation to analyse the problems in its project management internal control,explore the causes of its problems and put forward feasible suggestions for optimisation.Through this paper’s study of Company F’s project management internal control,it is hoped that it will enable scholars to pay more attention to the internal control aspects of project management,provide some reference value to Company F and similar types of rail vehicle manufacturing or companies with similar project structures,and make a small contribution to the positive development of state-owned enterprises in the rail transportation manufacturing industry.
