| Low-End globalization connects the developing countries on the edge of the world with the developed countries in the center of the world,and covers more population and kinds of trade than does the high-end globalization.Therefore,the academic attention to globalization has gradually shifted from the High-End represented by giant multinational companies to the Low-End processed of small capital and informal operation.Low-End globalization can be regarded as cross-border trade involving less capital,sometime s,semi legal or illegal people and goods.These trades usually belong to the grey trade which are lack of all-round government supervision.Businessmen often use informal organizational logic and means to ensure the smooth progress of trade.At present,the definition of reptile and its trade in C hina is unclear,the rights and responsibilities unclear,and the laws and regulations contradictory.Therefore,the reptile cross-border trade in C hina’s legal framework is a veritable grey trade in the Low-End globalization.The domestic reptile trade has formed a set of transnational invisible operation mechanism with tension in the long-term practice,which runs secretly in the gray area of the law.The particularity of reptiles as a living commodity brings multiple social risks and governance challenges.This paper studies the grey trade network of reptile cross-border trade,combs the social risks and governance challenges that the invisible operation mechanism has brought or may cause,and discusses whether there will be possibilities to regulate grey trade represented by reptile cross-border trade.It is found that the social risks and governance challenges brought by reptile cross-border trade can be controlled to a certain extent,and it is not feasible to ban the gray trade under the low-end globalization in theory and practice.Therefore,on the basis of strictly distinguishing criminal economy from grey trade,grey trade should be gradually turned to normal by multiple means,so as to reduce the risks and challenges brought by grey trade. |
