Research On Evaluation And Improvement Strategy Of Rural Ecological Environment Governance Efficiency

The governance of rural ecological environment is not only the only way for ecological revitalization in the rural revitalization strategy,but also the core of building an ecological civilization and a beautiful China,and it is an important part of the modernization of the national ecological governance system and governance capabilities.Promoting the improvement of rural ecological environment governance efficiency is not only an important content of comprehensively promoting the construction of rural ecological civilization,but also an important manifestation of the rural ecological governance system and governance modernization,and it is an important way to improve the socialist modernization system with Chinese characteristics.At present,due to the influence of the dual structure of urban and rural areas,the situation of my country’s rural ecological environment governance is still severe.Therefore,combing through the evolution process and existing problems of my country’s rural ecological environment governance,analyzing the temporal and spatial differences and influencing factors of rural ecological environment governance efficiency,and improving the efficiency of rural ecological environment governance in my country is the new era of rural revitalization,building a beautiful China,and advancing the national ecological governance system.And urgent requirements for modernization of governance capabilities.This dissertation is based on the National Natural Science Foundation of China’s general project "Agricultural Ecological Capital Operation’s Poverty Promoting Effect and Its Coordination with Precision Poverty Alleviation"(71673302)and the National Natural Science Foundation of China Youth Project "Eco-Capital Investment Performance Evaluation and Investment in Rural Revitalization Research on Model Innovation"(71804196),with the evaluation of rural ecological environment governance efficiency and improvement strategies as the research theme.After defining the conceptual basis and theoretical basis,combing the evolution process and existing problems of my country’s rural ecological environment governance.Then,construct a rural ecological environment governance efficiency index system,and use the Super-SBM model and Malmquist index in the DEA data envelopment analysis method to analyze the 30 provinces(autonomous regions and municipalities)of Chinese mainland from both static and dynamic aspects from 2007 to 2018.Measurement and analysis of temporal and spatial evolution.Secondly,using the Tobit regression model,empirically tested the factors affecting the efficiency of rural ecological environment governance across the country and the eastern,central and western regions from the provincial level.Finally,with the multi-center governance theory as the core theory and combined with the empirical analysis results,the improvement strategy of rural ecological environment governance efficiency is proposed.The dissertation conclusions of this paper are as follows: First,from 2007 to2018,the efficiency of my country’s rural ecological environment governance showed a trend of first decline and then rise.It showed a gradual decline from 2007 to 2013,and started to rise steadily in 2014.The second is that from 2007 to 2018,the efficiency of rural ecological environment governance in the eastern,central and western regions of my country generally showed the regional characteristics of declining in the eastern and central western regions.According to the efficiency value of rural ecological environment governance,the efficiency of provincial rural ecological environment governance can be divided into several different types.Third,from a national perspective,the level of rural economic development,the size of village committees,and rural public participation have a positive effect on the efficiency of rural ecological environment governance.Rural population gathering,financial support for agriculture,and environmental protection social organizations have a positive effect on the efficiency of rural ecological environment governance.Has a negative hindrance.From the perspective of the eastern,central and western regions,the factors affecting the efficiency of rural ecological environment governance are different due to regional differences.Fourth,based on the multi-center governance theory and the results of empirical analysis,it is proposed that the key to improving the efficiency of my country’s rural ecological environment governance is to promote a differentiated regional coordinated governance mechanism,strengthen the government’s role as a "leader" in governance,and build a multi-subject symbiotic governance structure.
