The importance of water to human beings goes without saying.Water is indispensable to human life and production.How to ensure the quality of drinking water and provide safe drinking water for residents is a hot issue that has attracted close attention all over the world.2020 is the last year of poverty alleviation in Zhejiang Province,and also the last year of the Three-year action Plan on Rural Drinking Water in Zhejiang Province.After three years of overcoming difficulties,Cangnan County has basically completed the set goal.By the end of 2020,98 percent of the county’s rural population will have access to qualified drinking water.The next key task is to ensure safe drinking water in rural areas and ensure villagers "use water well".Therefore,the management of rural drinking water security method carries on the analysis and research is very necessary,can effectively improve the efficiency of management,improve the management level.This article from the management status of rural drinking water safety of Cangnan county,using literature research,read to understand the specific situation of the county,county rural drinking water safety project status,consulting relevant literature,including the works of this field,papers and journals,all the research results,get the concept of rural drinking water safety management and the influence of various factors of rural drinking water safety.Using field research,interview and experience summary method,in-depth understanding of Cangnan County rural drinking water safety project construction and safety management situation,the current management methods and management experience are summarized,combined with the specific operation management process encountered in the system,equipment,technology,personnel and other aspects of the difficulties.More comprehensive sorting out the current Cangnan county rural drinking water safety management of the existing defects and problems.mainly including:The water supply of rural drinking water source is not guaranteed,the water source is susceptible to external influence and difficult to protect,the implementation efficiency of management department is low,the water law enforcement inspection is difficult,the water supply management force is insufficient,the water quality monitoring is not strong enough,the water price is generally low and difficult to collect,and the safety awareness of villagers needs to be improved.Combining domestic and foreign related research results to the causes of these problems were analyzed,and concluded that lack of management department management strength,no corresponding personnel training mechanism,lack of legal basis,the water quality in water law enforcement backward easily affected by external factors,water quality monitoring mode,the water quality monitoequipment use non-standard,villagers water consciousness has not keep up with,water price formulation lag and other reasons.In this paper,by using the theory of resource sustainable utilization,public product theory,new public management theory,maslow’s hierarchy of needs,together with the present situation of cangnan county rural drinking water safety management,perfect management methods are put forward aiming at the problems found and countermeasures.First,we should further implement the management responsibility,always adhere to the leading position of the government,establish a long-term mechanism integrating construction and management,and give full play to the role of villagers’ supervision;Second,we should improve the legal management system of drinking water,improve the rules and regulations of drinking water in rural areas,establish the emergency management mechanism of drinking water in rural areas,and set up the liaison room of water law enforcement inspection.Third,to optimize the spatial distribution of water resources,to achieve cross-regional water resources scheduling,to ensure water supply and sustainable water supply.Fourth,we should improve rural drinking water management technology,carry out professional training for managers,do a good job in equipment maintenance and water quality monitoring,and build a digital information management platform.Fifth,improve the rural drinking water price mechanism,develop the rural drinking water price standard,strengthen water safety publicity and education This paper will take Cangnan County as an example,combining theory with practice,put forward a diversified management model of government overall planning,enterprises responsible,and villagers helping,to protect water sources,ensure water quality,ensure water sustainability,and ensure the safety of rural drinking water.
