In order to fully meet the requirements of the new situations and new tasks of the perennial fishing ban in the Yangtze River Basin and to promote mass participation in prevention of illegal fishing and protection of fish in the Yangtze River Basin,the fishery administration in the area have successively started to form properly sized teams of fishery administration rangers on the basis of the water area,which solved the undermanned dilemma by shortage of official staff in the fishery administration.The fishery administration rangers have achieved good results in protecting fishery resources,cracking down on illegal fishing and publicizing policies on fishing ban.However,the stability of patrolling teams is under threat as many management problems are exposed with the increasing number of patrols,lack of relevant policies and regulations,underdeveloped management system,and the lack of daily supervision.With the comprehensive application of literature research method,survey research method and comparative analysis method,this paper takes fishery administration assistance patrols as the research object.Through the data collected from the investigation of the patrols in Jiangxi,Anhui,Hubei,Hunan and other regions,This paper describes and analyzes their basic situation and management issues based on the New Public Management Theory,the Psychological Contract Theory and the Responsible Fishery Philosophy.Irregular management issues related to assistance patrols are found in aspects such as the recruitment,training system,salary and welfare,equipment,career development.The main reasons include inadequate implementation of the funding mechanism,backward management concepts,lack of management systems,and insufficient application of incentive mechanisms,etc.Foreign researches on administrative support staff started early and has accumulated a lot of experience.Through comparative analysis of the management practices of the United States,Germany and Japan on domestic administrative support staff,advanced practices and remarkable results are found in the legal system,salary level,organizational structure,incentives mechanism,which provides valuable experience and reference for improving the management of fishery administration assistance patrols.Finally,in view of the current management problems of fishery administration assistance patrols,it is suggested that improvements should be made in aspects of establishing incentive mechanism,strengthening management standardization,and improving supervision mechanism.In terms of incentive mechanism: establish a fair salary system;optimize the patrolling equipment;improve leadership style;clear promotion channels;shape team culture;establish internal systems of mutual assistance;innovate methods of honor incentives,etc.In terms of the management standardization:improve the recruitment system;improve the funding system;strengthen training and increase education investment.In terms of supervision mechanism: build a social supervision mechanism with mass participation;hold targeted joint meetings;build a normalized mechanism of joint mutual review.
