Research On The Cross-Provincial Market Transaction Mechanism Of The Balance Index Of Cultivated Land In China

China has implemented a strict farmland protection system to ensure food security.The farmland occupation-compensation balance system is an important system in the farmland protection system,and the occupation-compensation balance index transaction is a system reform and innovation under the farmland occupation-compensation balance system.At present,12 provinces in China have begun to implement cross-provincial transactions.At the same time,for the purpose of poverty alleviation and rural revitalization,the balance index of cultivated land occupation and supplement in some areas of China is adjusted through inter-provincial national adjustment.But large-scale cross-provincial market transactions of indicators have not yet been launched due to policy restrictions.Through a comprehensive analysis of a large number of documents,it is found that some provinces and cities in China,with the rapid economic development in their administrative regions,have a large demand for construction land,and the lack of reserve cultivated land resources in their administrative regions has made it impossible for them to be within the scope of their own provinces and cities.To carry out the balance of land occupation and compensation,it is urgent for these provinces to transfer the balance of occupation and compensation across provinces.At the same time,surveys have shown that some provinces and cities in China have sufficient land reserve resources,and their arable land resource endowments are good and suitable for arable land production.However,due to the shortage of funds in these cross-provincial transaction of occupation-compensation balance index as the research object,and plans to construct a set of cross-provincial market transaction mechanism of occupation-compensation balance index,which provides some new ideas for the smooth development of cultivated land occupation-compensation balance in China.The main content and structure of this paper are as follows: First,the policy evolution and implementation status of the cross-provincial transaction of the balance index of occupation and supplement are analyzed.This paper describes the changes in the trading methods and the continuous expansion of the trading scope of the balance of cultivated land occupation and compensation since its inception.Implementation status.Secondly,it further answered why the cross-provincial transaction of cultivated land occupation-supplement balance index should be carried out.On the one hand,this paper analyzes the driving factors that promote the marketization of and compensation provide new ideas.On the other hand,using the combination of three-party evolutionary game and Vensim system dynamics simulation,it is verified that the cross-provincial market transaction of cultivated land occupation-replenishment balance index under government regulation is in line with the evolutionary law.
