In recent years,there are more and more projects in Shanxi province where some areas with high level of economic development but cultivated land is not balanced and the cities and counties which have more indexes of cultivated land balance carry out the trade of cultivated land index.As a typical index transferring party,there are many indexes of cultivated land saving and the trade is increasing gradually.However,in the investigation of the balance index of farmland occupation and compensation,it is found that the index transferor often lacks a reasonable trading price system and the transaction price is generally low,which can not realize the coordinated development of resources and funds in the two regions.Therefore,this paper chooses Xi County as the research object to construct reasonable cultivated land index Exchange price system.The purpose of this study is to provide some reference and reference for the future construction and improvement of the trading price system of cultivated land index and other cities and counties.This article firstly defines the concept of cultivated land occupation-compensation balance and trading in different regions clearly.It was analyzed by using some theory.Then it deeply analyzes the status of cultivated land occupation and ex-situ transactions in Xi County,and discusses the impact of newly added cultivated land cost,production capacity,final management with maintenance and upgrade of cultivated land on cultivated land reclamation fees;at the same time,the society caused by the cultivated land index exchange the ecological damage caused by the loss and reclamation of cultivated land requires social,economic and ecological compensation.This article considers the impact of resource scarcity on prices under the market mechanism,in order to construct a more complete price system of trading in different regions for farmland occupation and compensation balance indicators that conforms to the current status of Xi County.On the basis of cultivated land reclamation fees and compensation prices,market corrections are made to obtain market prices.Finally,different farmland types in Xi County were used as the research unit to calculate the land exchange price system of farmland indicators.The calculation results show that thecultivated land in Xi County is 13 grades.And the newly added cultivated land type used for ex-situ trade of cultivated land indicators is divided into two types,it is terraced fields and ditches.The cultivated land index of the transaction is about?103,000 acre for terrace,and?116,000 acre for ditch dam.The cultivated land index change transaction price system fully reflects the price that should be when the cultivated land index change transaction,realizes the balance of the cultivated land occupation and compensation imbalance area,at the same time,can use the obtained fund income to feed back the economic development of the Xi county.Based on this,the article finally puts forward some suggestions for constructing a reasonable price system of trading in different regions : strengthening government supervision and perfecting the index transaction platform;the government and the market cooperate to safeguard the interests of buyers and sellers;facilitating index ex situ transaction and helping Xi County to get rid of poverty tackling the problem;exploring the farmland indicator price system at different levels,this study aims to provide a certain reference and reference for the future construction and improvement of the farmland indicator ex-situ transaction price system.
