Study On The Transaction Price System Of The Balanced Indicator Of Land-Occupancy And Compensation

At present,taking Shanxi Province as an example,it is very difficult to realize "one to one" and "one to one" and "superiority to one" in the administrative region of Shanxi Province,even impossible to achieve.Therefore,in the future,many regions will carry out the exchange of land-use balance indicators.At this time,the rationality of the exchange price of indicators determines whether the exchange of land-use balance indicators is successful or not.Firstly,this paper analyses the necessity and feasibility of land exchange of cultivated land requisition-compensation balance index.Secondly,it constructs the price system of index LAND-TO-LAND transaction from the theoretical level.After considering various factors comprehensively,it is concluded that the price system in this paper should be composed of three parts: productivity price,cultivated land reclamation fee and adjustment price according to regional grade.Then,it expounds how to calculate the price of each part in detail.From the empirical level,it takes 11prefecture-level cities in Shanxi Province as the research unit.And then calculate its price.The results show that there are three cultivated land deficit areas(Taiyuan,Yangquan and Lvliang),one cultivated land balance area(Jincheng)and seven cultivated land surplus areas(Datong,Changzhi,Shuozhou,Jinzhong,Xinzhou,Yuncheng and Linfen)in Shanxi Province.Then,Taiyuan,Yangquan,Lvliang and Jincheng are selected as the indicators to measure their performance.The price that Easy Ship should pay.When Taiyuan is the winner of the index,the price to be paid to cities at all levels is more than 100,000 yuan/mu;when Yangquan is the winner of the index,the price is about 90,000 yuan/mu;when Luliang is the winner of the index,the price is about 95,000 yuan/mu;and when Jincheng is the winner of the index,the price is about 80,000 yuan/mu.Finally,on the basis of the established index exchange price system,from persisting in taking the government as the main body,introducing market mechanism,perfecting the government's own supervision,improving the enthusiasm of index exchange,exploring the coordinated management mechanism of implementing index exchange and speeding up the construction of index exchange market information system,strengthening the index supervision,and implementing the five balances of arable land occupancy and compensation according to local conditions in cities at alllevels.Some suggestions are put forward for the construction of future index system.
