| Cangnan County of Wenzhou city has made some achievements in deepening the management of aquaculture using sea,solving the conflicts and disputes of using sea and promoting the transformation of laver industry,but there are still some unsolved problems and difficulties.This topic adopts the method of combining theory and practice research.In the early stage,the implementation status of aquaculture sea management in Cangnan County,Wenzhou city was investigated.Then,according to the actual situation,the management mechanism,interest protection,publicity,law enforcement supervision,technology promotion five standard layers and 14 target layers were set up.By analytic hierarchy process and fuzzy comprehensive evaluation method,questionnaire survey method,first let 16 experts fill out questionnaires about index proportion and calculates weights of each criterion layer and index layer,and then to Wenzhou Cangnan county breeding sea management is most directly related to the farmers for satisfaction questionnaire,118 effective questionnaires were collected.Finally,the satisfaction score of farmers in Cangnan County of Wenzhou was calculated.The results showed as follows: 1)The overall satisfaction degree of aquaculture sea management in Cangnan County was 70.35.According to the principle of maximum membership degree,the evaluation result was good.It shows that Cangnan County,Wenzhou city,is generally satisfied with the implementation of the management of aquaculture with sea,but there is still a lot of room for improvement.2)The weight value of criterion layer to target layer is: Management mechanism 0.1920,interest protection 0.2428,publicity intensity 0.1853,law enforcement and supervision 0.1967,and technology promotion 0.1832,it is concluded that interest protection accounts for the largest proportion.Among the 14 indicators in the index layer,C14 seedling,breeding,processing and other industrial transformation technologies continue to improve,improving industrial benefits.Among the 14 indicators,it has the largest proportion of weight,with a score of 0.0935.3)According to the satisfaction score,the main problems existing in the management of aquaculture sea in Cangnan County,Wenzhou City,That is,C1 with the lowest satisfaction score is that government departments strictly implement their responsibilities in accordance with the requirements of sea use management for breeding;C2 village collective and government departments provide positive guidance and training for standardized management;C3 "Certificate for breeding people" is fully covered with accurate information;C10 digital sea use supervision platform improves supervision efficiency.The scores were 61.4407,59.1102,55.7203 and60.8051 respectively,and three of these four aspects belong to the level of management mechanism,indicating that there are still great deficiencies in the implementation of local management mechanism,especially in the guidance and training of farmers and the coverage of "farmer certificate".4)In the survey results,the overall evaluation of publicity and interest protection is good.According to the final findings of this project,the local government should further strengthen the implementation of responsibility and system deepening;We should strengthen publicity,innovate publicity methods,comprehensively improve public participation and create a strong publicity atmosphere;We should strengthen and balance the interests of all parties;It is necessary to strengthen the application and development of digital aquaculture supervision platform,strengthen the construction of law enforcement team,and improve the law enforcement supervision system.We should give more capital and talent support in the field of technology promotion,so that industrial transformation has more resources and elements. |
