Research On The North-South Gap And Its Influencing Factors In China’s Agricultural Modernization

Agricultural modernization is the ballast stone and potential source of China’s overall modernization,and it is located in the core area of “three rural” issues.As the gap between the north and the south of China’s economy continues to widen,is there a growing gap in agricultural modernization? If so,what are the reasons for this gap? Will it affect my country’s food security and the overall situation of agriculture,rural areas and farmers?In response to these problems,this paper firstly studies the unbalanced development of agricultural modernization in the north and the south from the four dimensions of output level,input level,management level and sustainable development,and conducts a comprehensive analysis of the agricultural modernization gap between the north and the south through the Theil index.Secondly,it constructs an analytical framework that affects the gap in agricultural modernization between North and South,and puts forward relevant research hypotheses,and uses panel data of 27 provinces,autonomous regions and municipalities from 2009 to 2019(Beijing,Shanghai,Tianjin,Tibet,Hong Kong,Macau and Taiwan).Provinces),conduct an empirical analysis on the influencing factors that cause the gap between the agricultural modernization level between the North and the South.Finally,according to the research results,suggestions are put forward to narrow the gap between the north and the south of my country’s agricultural modernization and speed up the coordinated development of agricultural modernization.The research results show that:(1)The gap between the north and the south of agricultural modernization is manifested in multiple levels.From the perspective of several commonly used indicators of agricultural modernization,the overall level of agricultural modernization in the south is higher than that in the north,and there is a gradual expansion trend.Especially after 2015,the gap in agricultural modernization between North and South has increased significantly.(2)From 2009 to 2019,science and technology,institutional mechanisms and ecological environment are important factors affecting the gap between the north and the south of agricultural modernization.Considering the influence of time factors,during the period 2009-2015,science and technology and institutional mechanisms were the main factors affecting the north-south gap in agricultural modernization,and science and technology had the highest degree of influence;Factors are the main factors affecting the gap in agricultural modernization in the South,and institutional mechanisms have a higher degree of influence than science and technology.(3)Science and technology and the improvement of ecological environment have obvious positive effects on total grain output,international factors have a negative effect on total grain output,and institutional mechanisms have no significant impact on total grain output.Based on the above research conclusions,the following countermeasures and suggestions are put forward to promote the coordinated development of agricultural modernization between the north and the south:First,pay attention to the increasingly serious problem of the north-south gap in agricultural modernization.Second,while implementing the existing agricultural science and technology policies,efforts should be made to advance the research on key agricultural technologies and strengthen the integration of agriculture and science and technology.The third is to speed up the process of national market integration and strengthen the opening of agriculture to the outside world,so as to reduce the impact of institutional mechanisms and competitiveness factors on the gap between the north and the south of agricultural modernization while making overall plans to improve the level of regional agricultural science and technology.The fourth is to speed up the implementation of the “Two Mountains Theory”,to put green ecological environment governance in a more important position in agricultural modernization,and to give appropriate preference to the northern region in terms of green investment and green governance.The fifth is to increase grain production from two aspects: improving agricultural scientific and technological capabilities and improving the ecological environment,preventing the impact of international factors and standardizing institutional mechanisms to affect food security.
