Four decades of reform and opening up,the rapid development of urbanization and industrialization,but the progress of modernization is slow..The backward mode of agricultural production has hindered the development of agriculture in China and delayed the development of China's modernization?As a major change in the system of land property rights,the separation of the three powers is of great significance to solving the institutional problems that have constrained China's agriculture modernization.In the initial period of reform and opening up,China's agricultural land system was a two-power separation model of ownership and contracted management.When the population does not flow and land does not flow,the combination of contracting rights and operating rights can be seamless and peaceful.However,with the development of society,the contradiction between the land has become increasingly prominent.The contractor and the main body of the business are gradually separated,and the scale of land transfer is also growing,but the right of three rights is not clear.According to the modern property rights theory,it will inevitably lead to a reasonable allocation of resources and impede the scale and speed of land circulation.Under such a macroscopic background,the three-power separation was added in 2014 as a complement to the two-power separation,which would improved the rural land property rights system,conformed to China's economic and social development,and further promoted the process of agricultural modernization.It is important to narrow the gap between the rich and the poor and to promote the sustained and healthy development of the national economy.Regarding the development of “three powers” and the modernization of agriculture,scholars have done a lot of research and obtained a lot of research results.However,the influence of “three-power division” on agricultural modernization has not been given adequate attention by the academic community.At present,China's rural reform is in a critical period of defining land property rights.Combining the situation of China's rural “three powers division” and the development of agricultural modernization,the role of “three powers separation” in the development of agricultural modernization has been discussed in depth and it will accelerate China's agricultural modernization.Development has important theoretical and practical significance.In the first part of this paper,the theoretical analysis of the impact of the "three rights allocation" on agricultural modernization was carried out.It also elaborates the previous achievements of property rights system and agricultural modernization.Secondly,the concept of "three rights division" and the related concepts of agricultural modernization were interpreted in economics.The promotion of "three rights allocation" on agricultural modernization mainly manifests itself in three aspects: defining clear boundaries of property rights,reducing uncertainty,and creating incentives for property owners;clarifying land revenue,accelerating land circulation,and promoting large-scale land management;Operators have long-term and stable management rights,can mortgage the land,realize the capitalization of land,and optimize the input ratio of production materials.In the second part,empirical analysis is conducted on the impact of the “three rights allocation” on agricultural modernization.Detailed analysis of the changes in land policies since the reform and opening up,especially in the process of restricting the land circulation to acquiescence and encouragement,the land circulation area has increased by 17.73 times from 2001 to 2016;from 2001 to 2016,China Agricultural modernization entered its development stage from the initial stage.Next,this paper conducts an empirical empirical study on the impact of the “three rights allocation” on agricultural modernization.Firstly,the indicators of explanatory variables,interpreted variables,and restricted variables were selected and the corresponding data were found and the unit root test was performed on the variables.Secondly,the time series model between agricultural modernization and its influencing factors was established,and the residuals were passed.After the test of stationarity,the time series model was finally determined;again,the autocorrelation and heteroskedasticity were tested by the LM test and the White test;finally,the Granger causality test was performed on the explanatory variables and the explanatory variables to find the short-term dynamics among the variables.Relationships,empirical results show that the “three powers division” will affect the development of agricultural modernization,and analyze the results.The last chapter of this paper puts forward some reasonable and feasible policy recommendations on how to promote the “three powers separation” and promote the development of agricultural modernization,including the construction of land transfer platforms,the improvement of the power of contracting rights and the establishment of a sound legal system for agricultural land.
