Study On Performance Evaluation Of High-Standard Farmland Construction In L District Of B City

The construction of high-standard farmland mainly refers to improving the basic conditions and supporting facilities of agricultural and rural production,and then realizing the purpose of increasing the quantity and changing the quality of cultivated land,ultimately improving the utilization rate of agricultural land and fully guaranteeing the food security of the whole country.The implementation of performance appraisal on highly standardized farmland can objectively and fairly evaluate the implementation effect of the farmland construction project and provide the basis for the government to make scientific decisions.China is vigorously carrying out the construction of highly standardized farmland today,there are also many practical contradictions and management problems,so it is particularly important to scientifically and reasonably carry out efficient and objective performance evaluation.This paper first expounds the relevant definitions,and summarizing the relevant domestic and foreign literature resources,through system analysis and sums up the hetao plain L area high standard farmland construction management status,and build the process logic as the cornerstone of "input-process-output-effect" four levels of performance evaluation theory system,further studied on the basis of predecessors’ achievements,The actual situation of each construction in the sample area is fully considered and the performance index is selected.The logical system framework of performance evaluation of high-standard farmland construction projects in L area is constructed according to several criteria selected by the index system.In combination with the evaluation indicators of each layer defined by entropy weight method,TOPSIS model is used to comprehensively evaluate the degree of project goal realization in AREA L in the years 2019-2021.Finally,scoring conclusions are drawn and performance changes are found through comparison,so as to find out a set of performance evaluation system with strong practicality.After investigation,it is found that although some achievements have been made in the construction and implementation of high-standard farmland in L District,problems in planning,design,construction and investment management have always existed.Therefore,this thesis thinks that we should improve the preliminary planning and design,strengthen the standardization of fund management system,highlight the supervision in the process of project construction,pay attention to publicity and guidance of these four parts as the starting point,to further achieve the high standard of sustainable development of farmland construction.
