With the current situation of national food security and poor quality of arable land being paid attention to gradually,the agricultural work with high standard farmland construction work as the main line has become an important part of China’s comprehensive agricultural productivity enhancement,the significance of which is to consolidate China’s agricultural infrastructure,improve disaster prevention and resilience,and solidify the ability to guarantee food security.With sufficient light and heat resources,scarce precipitation,strong evaporation,cold winter,hot summer and sandy wind,the 121 th Corps of the 8th Division has unique light resources and efficient water-saving irrigation mode,which is more suitable for the growth of cotton and other crops.Significant role,but also to other surrounding divisions and cities to carry out the construction of high-standard farmland in the later stages to provide reference role.In order to further study the issues related to the comprehensive benefit evaluation of high standard farmland,this thesis takes 121 Mission of the Eighth Division of the Corps as an example and combines hierarchical analysis,entropy value method and material element expandable evaluation method to evaluate the comprehensive benefit of high standard farmland project in 121 Mission of the Eighth Division.This thesis combines the literature of domestic and foreign scholars on high-standard farmland and its comprehensive benefit evaluation as the theoretical background,and uses the systematic theory,the theory of optimal land allocation,and the theory of sustainable development as the theoretical basis to analyze the high-standard farmland construction project of the 121 th Corps of the 8th Division.Firstly,the index system of the target level is established with the comprehensive benefits after the construction of the high-standard farmland of the 121 th Mission of the 8th Division,and the "four highs" mentioned in the definition of high-standard farmland,that is,"high quality of farmland,high output capacity,high disaster resistance,and high resource utilization capacity",are taken as the indexes of the criterion level."The indicators of farmland quality include: investment per unit area,static investment payback period,improvement of farmland quality,etc.;indicators of output capacity include: per capita income increase value,new irrigation benefit,new cotton production;indicators of disaster resistance include: water supply capacity,road accessibility,farmland quality,etc.The indicators of disaster resistance are: water supply capacity,road accessibility,and the proportion of farmland protection area;the indicators of resource utilization capacity are: land reclamation rate,irrigation guarantee rate,and ecological land ratio.After determining the weight of the index layer and the total benefit weight by using the hierarchical analysis method to assign weights to the above 12 indicators and the entropy value method to correct them,the benefit level is analyzed layer by layer through the modeling of the material element expandable evaluation method,so as to obtain the comprehensive benefit evaluation situation.The quality of farmland,output capacity,disaster resistance and resource utilization capacity are analyzed and evaluated respectively,and finally the comprehensive benefit evaluation is formed.According to the evaluation results,it is known that the comprehensive benefit evaluation result of the high-standard farmland construction project of 121 Mission of the Eighth Division is excellent,which indicates that the implementation of this high-standard farmland construction project has produced enhanced farmland quality,increased output capacity,obvious disaster resistance capacity,and effective improvement of resource utilization capacity,and the high-standard farmland construction is effective and meets the overall goal of high-standard farmland construction.However,there are still problems such as unreasonable construction planning,insufficient project funds,low public understanding of the policy,sloppy management,and poor post-management and care,etc.Therefore,corresponding countermeasures are proposed to solve the problems,such as scientific planning of farmland construction,strict management of project funds,strengthening the propaganda and interpretation of the policy,increasing the investment of scientific and technological elements,and implementing the post-management and care mechanism,which can effectively consolidate and enhance the grain production capacity.
