Non-timber Forest-based Economy Development Planning Of Rongjiang County,Guizhou Province Based On Vague Set And TOPSIS

Facing the increasingly scarce forest resources in China,developing a non-timber forest-based economy is an effective way to solve the contradiction between ecological environment protection and economic development needs.However,in the current development of a non-timber forest-based economy,due to the lack of comprehensive planning,the utilization efficiency of forest land is not sufficient,and the expected benefits are low,which not only discourages the enthusiasm of some forest farmers but also hinders the further development of the local non-timber forest-based economy.Based on the available natural resources,such as forest,protected areas,and landscape resources in Rongjiang County,Guizhou Province,and combined with the existing scale of the local non-timber forest-based economy,this paper conducts in-depth research on the above issues.This paper carries out development planning for the local non-timber forest-based economy.The main research contents include:(1)After reviewing the domestic and foreign research on the non-timber forest-based economy,this paper first elaborates on the concept and connotation of the development plan for the non-timber forest-based economy.Subsequently,it analyses the ecological,economic,and social benefits of the main development modes of the non-timber forest-based economy,as well as their significant impact on the non-timber forest-based economy development plan.Finally,it proposes that a proper selection of the development mode for the non-timber forest-based economy should be based on the comprehensive benefits of "ecology-economy-society," from which a scientific development plan can be done.(2)Based on the analysis of the available natural resources and current development modes of the non-timber forest-based economy in Rongjiang County,following the comprehensive benefits principle of "economy-ecology-society," this study identified 22 significant factors affecting the economic,ecological,and social benefits of the non-timber forest-based economy through a combination of literature review and expert consultation.A four-level hierarchical indicator system for selecting the development mode of the non-timber forest-based economy in Rongjiang County was established,comprising the target layer,criterion layer,index layer,and factor layer.The interval analytic hierarchy process(IAHP)was used to weigh all evaluation indicators.Based on analyzing the available natural resources and the existing development mode of the Non-timber forest-based economy in Rongjiang County,following the comparison principle of the comprehensive benefits of "economic-ecology-social" and through the combination of literature review and expert consultation,22 main factors affecting the economic,ecological and social benefits of the Non-timber forest-based economy are identified.The index system of selection of Non-timber forest-based economy development mode in Rongjiang County was established,which included four hierarchical hierarchies including target layer,criterion layer,index layer,and factor layer.The interval number analytic hierarchy process(IAHP)was used to assign weights to all evaluation indicators.(3)The modeling and analysis of the selection of local non-timber forest-based economic development modes were conducted by using the Vague set theory.Firstly,all evaluation indicators were given values by the Vague set,and then based on TOPSIS,the best and worst values of each alternative mode evaluation indicator were virtually selected as the optimal and the worst modes,respectively.Then,according to the distance between each mode and the optimal or worst mode,the quality order of each mode was evaluated.Based on this model,modeling and analysis were conducted using Shuitou Township as an example,and the results showed that the forest medicinal mode(Al)>forest poultry mode(A3)>forest mushroom mode(A2)>forest bee mode(A4).Finally,based on this idea,the ranking of the non-timber forest-based economic development mode in all 19 townships in Rongjiang County was obtained.(4)According to the ranking results of the advantages and disadvantages of the economic development modes of 19 towns in Rongjiang County,combined with the status quo of the landform,climate conditions,infrastructure conditions,national customs,and culture of each town,the basis and principles,guiding ideology,planning scope and period,planning objectives of the economic development of Rongjiang County were planed.Then,it put forward the economic development planning layout of Rongjiang County,which was based on "two belts,three districts,and multiple points".Among them,"two belts" are the eastern grass coral economic development zone and the western forest bee economic development zone."Three zones" refer to the northern forest fungus planting zone,the central forest poultry breeding zone,and the southern forest medicine planting zone."multiple points" are forest health preservation based on natural landscape resources such as Xiaodan River and Moon Mountain,combined with unique ethnic,cultural features in the region.Finally,this plan defines the construction of the county’s understory planting,understory breeding,and forest landscape utilization industry.The research results of this paper have enriched the theoretical research on scientific planning of non-timber forest-based economy development in counties of mountainous provinces,improved the quantitative analysis on the selection of Non-timber forest-based economy development mode,and provided useful reference for the local Non-timber forest-based economy practice workers to make management decisions,which has not only important theoretical significance but also has vital practical significance.
