Food security is the basic premise of national security.In the face of the complicated and changeable international situation,to ensure food security,we must first ensure that 1.8 billion cultivated land cannot be reduced and that the grain planting area cannot be reduced.However,the "non-grain" of cultivated land is still widespread,which leads to the reduction of grain planting area in China and endangers the protection of cultivated land and food security.Therefore,from the perspective of food security,this paper studies the driving forces and governance of non-food cultivated land in China,combining with the problem of non-food cultivated land in J county of Y province,aiming at building a national food security system and steadily promoting the development of Chinese modernization.On the basis of combing the national food security and farmland non-graining,this paper investigates the current situation of farmland non-graining in J county of Y province,studies the main forms and degrees of farmland non-graining in J county,analyzes the driving factors and driving modes of farmland non-graining in J county,analyzes the causes of farmland non-graining,and discusses the governance path of farmland non-graining in J county of Y province.The results show that:(1)The non-grain cultivation of cultivated land in J county is mainly manifested in the cultivation of non-grain crops such as vegetables,fruits,tobacco leaves,flowers and medicinal materials,the non-agricultural cultivation of cultivated land and the long-term abandonment of cultivated land,among which the degree of non-grain cultivation reaches 16%.(2)The main driving forces of the current "non-agriculturalization" of cultivated land in J County are: a large number of rural labor force overflow,lack of water resources,high cost of agricultural materials,low grain output,imperfect grain subsidy policy,lax supervision of agricultural land,etc.(3)In view of this,in order to prevent cultivated land from being "non-grain",the following series of measures should be taken: strengthening the ability of grain growers,attracting foreign grain growers by building nests,and strengthening the study and training of local grain growers;Strengthen the construction of cultivated land infrastructure,accelerate the development of mechanization in non-plain grain-growing areas and accelerate the construction and development of water conservancy facilities in grain-growing areas;Increase the income from grain production and operation,increase the income from grain production by reducing costs and increasing efficiency,and promote the three-dimensional agricultural model to increase the income from grain production;Strengthen the implementation of grain policy,strengthen the accurate implementation of grain policy by multiple departments,and help the grain policy to be fully implemented by multiple agents.
