Research On The Dilemma Of Government Performance In The Project Of Land Acquisition And Occupation In S City

Forestry has enormous ecological functions and shoulders the primary task of achieving good natural ecology.With the increasing demand for land in various urban engineering projects,the phenomenon of expropriating forest land for urban construction is becoming increasingly common.At present,the use and management of forest land resources are coordinated by the government,which assumes various roles such as proposer,planner,decision-maker,and supervisor of forest land use.These responsibilities should be borne by various government departments in principle.But the actual situation is that the same department or affiliated departments exercise roles that should be mutually restrictive.The contradiction of dispersed roles but integrated functions has led to increasingly intense conflicts in the expropriation of forest land in construction projects.In response to the above-mentioned difficulties in government functions,this article mainly adopts a case analysis method.From the perspective of a law enforcement officer,the case of S city is selected.Through empirical analysis of two cases,namely "Difficult to distinguish the true and false cases of basic farmland engineering encroaching on forest land" and "Reservoir construction occupying forest land,but people’s livelihood engineering is not people’s livelihood",a questionnaire survey analysis method is used to summarize the forest resource management,departmental collaboration,and cooperation involved in S city government’s forest expropriation and occupation projects Conflicts of interest arising from the performance of roles in functional departments and information technology applications.By using the theoretical methods of government functions,this paper summarizes the functions that the S city government should have in the process of requisitioning forest land,and combines case analysis to study the reasons for the difficulties in fulfilling its duties.A theoretical method is proposed to enhance the governance ability of the S city government in requisitioning forest land projects,and four countermeasures are proposed to address the difficulties in fulfilling its duties using the theoretical methods of government functions:firstly,to strengthen the transformation of government functions;Secondly,strengthen departmental collaboration and linkage;Thirdly,breaking down barriers to government behavior bias;The fourth is to enhance the application of forest related resource technology.The problems faced by S city in project land acquisition and occupation can be seen as a microcosm of the difficulties faced by various parts of the country.Therefore,taking S city as an example,this study analyzes the government’s performance difficulties in land acquisition and occupation projects in S city,and proposes targeted countermeasures.This can help government departments overcome the difficulties of land acquisition and occupation,and consolidate the achievements of ecological civilization construction in S city and other cities across the country,It is of great significance to optimize the performance capacity of government departments and promote high-quality economic and social development.
