Analysis On The Implementation Dilemma And Path Optimization Of The County Government ’s Prohibition And Exit Of Fishing Policy In Yangtze River

Policy is the compass of the whole social development.The final implementation of various policies is inseparable from the effective implementation of policies.Policy implementation plays an important role at the grassroots level.The Yangtze River is the first long river in China,and its ecosystem is unique and complex.With the destruction of the ecological environment in the Yangtze River Basin,the sudden reduction of aquatic biological resources in the Yangtze River Basin has brought serious negative impacts on the ecological environment of the Yangtze River,which has attracted the attention of the government,society and the public.The arrest ban on the Yangtze River is imminent.The Chinese government has begun to formulate policies to protect the Yangtze River ecosystem.Environmental governance in the Yangtze River Basin has gradually become a major event of national and social concern.Around the Yangtze River arrest work,China ’ s government departments have issued a series of policy documents,these policy documents by the community ’s great concern to strengthen the Yangtze River arrest policy process analysis has important theoretical and practical significance.After the introduction of policy documents,they need to be effectively implemented,and county governments are active in the first line of policy implementation.Fushun County of Sichuan Province is located in the Tuojiang River Basin,a tributary of the upper Yangtze River,and the Tuojiang River belongs to the key protected waters of the upper Yangtze River.It is the first-line position for the Yangtze River to retire from arrest and prohibit arrest,and it is also an excellent case support for testing the implementation of the Yangtze River arrest policy by the county government.Using Smith ’ s policy model and taking Fushun County of Sichuan Province as an example,this paper analyzes the dilemma of implementing the Yangtze River arrest policy by the county government along the Yangtze River from four aspects : policy framework,implementing agencies,target groups and policy environment.By using the methods of literature research and field research,this paper makes an in-depth analysis of the four dilemmas of fishery policy implementation in Fushun County,including idealized policy obstruction,policy implementation agency defects,policy identity loss of target groups and negative policy environment.Based on the above background and theoretical support,this paper puts forward the following views : the overall framework of the Yangtze River fishing ban policy has become increasingly mature,and the special laws and policies have covered the needs of various fields of the Yangtze River environmental protection and fishermen who have returned to fishing,and it has been updated and replaced with the progress of the times and society,but the perfect policy system does not exist.There are still many prominent problems in the existing policy system of the Yangtze River fishing ban,including the imperfect policy content,unscientific resettlement of fishermen who have returned to fishing,and lagging policies.In terms of policy implementation,each river basin of the Yangtze River has established the Yangtze River arrest ban working class and working group layer by layer,and the group covers the backbone personnel of various management departments in order to form a whole in the implementation of the arrest ban policy and reduce policy mistakes.However,the current problems of complex personnel and uneven business ability in the working class and group have long affected the effectiveness of policy implementation.Retired fishermen,as the target group,have been compensated and assisted by the government ’ s resettlement through policies.However,the overall quality and learning ability of the retired fishermen are low.Only taking into account the immediate interests,they cannot and do not have enough ability to make long-term plans.The endogenous driving force and external support of industrial transformation are insufficient,which leads to the dissatisfaction of the retired fishermen with the policy.In terms of policy environment,in Fushun County,the policies and regulations of the Yangtze River forbidding and refunding fishing have been basically implemented,which reflects that the policy environment is good.However,the Yangtze River forbidding fishing is a long-term work.Whether the policy can be continuously implemented to fishermen after the refunding fishermen change their identities needs to rely on excellent policy environment.The Great Protection of the Yangtze River cannot be accomplished overnight.Public policy-making departments should always focus on the changing situation,ensure that follow-up policy-making is not divorced from social needs,and that implemented policies need to be improved with the needs of target groups and changes in social development;the primary task of policy implementing agencies is to improve the quality of personnel and implementation capacity,followed by improving the construction of policy implementing agencies,strengthening the construction of internal and external supervision mechanisms of implementing agencies,and comprehensively improving the policy implementation level of implementing agencies;for the target group,it is necessary to improve the quality of the target group and the ability to transfer industries through the establishment of educational courses,publicity,new media and other channels,while strengthening the degree of information disclosure and policy transparency,and guiding the target group to participate in the process of policy formulation and implementation.After optimizing the above three dimensions,the policy environment will also be further optimized.Both the natural environment,social environment and cultural environment need to be changed.The rational formulation of policies by government departments,the fair implementation of policies by policy implementation agencies and the active participation of target groups in policies will be good agents for creating a good policy environment.The three parties jointly create a positive policy environment,which is the final bottom line to solve the dilemma and deviation of policy implementation.In the process of full implementation of the Yangtze River arrest withdrawal policy,how to solve the dilemma faced by policy implementation needs to improve the policy execution of county-level governments along the Yangtze River from the aspects of policy formulation and improvement,the improvement of the executive ability of executing agencies,the recognition of target groups and the influence of environmental factors in policy implementation,so as to promote the effective implementation of the Yangtze River protection policy in the new era.
