Temporal And Spatial Effects Of Fiscal Support To Farmland Use Function Transformation

The report pointed out that we should speed up the building of China into a modern agricultural country,promote the comprehensive upgrading of agriculture,drive the all-round development of rural areas and promote the all-round progress of farmers.And promoting the scientific and rational utilization of cultivated land as the core element of building a modern agricultural power,has a vital role.Fiscal expenditure to support agriculture will increase the allocation of rural,agricultural labor,capital,technology and other factors,so as to promote the functional transformation of cultivated land use.Since the function of cultivated land use has strong spatial and externality,it is of great theoretical and practical significance to explore the direct effect and spillover effect of financial support expenditure on the function transformation of cultivated land use.On the basis of theoretical analysis,this paper uses panel data of 30 provinces from 2011 to 2020.Firstly,entropy method and descriptive statistics are used to analyze the current situation and causes of fiscal support for agriculture and functional transformation of cultivated land use.The statistical results show that the absolute scale and relative scale of fiscal support for agriculture show an increasing trend year by year.The functional transformation level of cultivated land use showed a fluctuating and rising trend.Secondly,the spatial Dubin model was constructed for the two models,and the global and local Moran ’Si were used to verify the spatial correlation,and the direct and spillover effects of financial agricultural support expenditure on the functional transformation of cultivated land use were analyzed.The results show that there is a significant spatial positive correlation between the fiscal support for agriculture and the functional transformation of cultivated land use in 30 provinces of China,and it shows the characteristics of high-high aggregation and low-low aggregation.Fiscal support for agriculture not only has direct effect on the functional transformation of cultivated land use,but also has positive spatial spillover effect.The direct effect is reflected in the production,life and ecological function transformation of cultivated land use,while the spillover effect is reflected in the mutual learning of policies between regions and the promotion of the flow of factors of the transformation of cultivated land use function between regions.Therefore,we should increase the fiscal expenditure to support agriculture,accelerate the rational allocation of fiscal funds to support agriculture,and enhance the promoting role of fiscal expenditure to promote the functional transformation of cultivated land use in the province and its neighboring provinces.Based on the above conclusions,this paper draws the following three enlightenments:(1)Optimize the allocation structure of financial support for agriculture and improve the efficiency of fund allocation.(2)Strengthen communication and cooperation among neighboring provinces and guide the full flow of factors.(3)Implement fiscal policies to support agriculture in accordance with local conditions and promote the precise delivery of factors.
