Study On The Willingness Of Farmers To Return Farmland To Grassland In The Yellow River Beach Area Of Henan Province

Returning farmland to grassland in the Yellow River beach area can not only prevent wind and fix sand,preserve water and soil,but also improve the industrial structure and increase the income of farmers,which is an important plan to solve the contradiction between ecological protection and the development of the livelihood of millions of people in the beach area.To study the deep mechanism of the willingness of farmers to be compensated,analyze the cognition and attitude of farmers on the ecological management and protection in the beach area and the theoretical and practical significance of the policy of returning farmland to grassland in the Yellow River beach area of Henan Province.Yellow River in Henan province since returning farmland to grassland policy,although obtained certain achievements,but also appeared many problems,on the one hand,the beach area backward economic development and traditional planting methods,coupled with the beach area grass planting promotion mechanism and production,processing and sales industry chain is not mature,the early stage of the forage planting cost,low efficiency,not involved in farmers to return farmland to grassland in a wait-and-see attitude.On the other hand policy is not fully consider the subjective will of farmers,forcing farmers planting forage grass,late and not timely issue the corresponding compensation,and compensation standard is single,has been involved in farmers continue to return farmland to grass will low,some places even resist and destroy grass behavior,request exit farmland to grass contract,bring serious challenges to the implementation of the policy.Therefore,it is increasingly important to study the influencing factors of farmers’ willingness to participate.In this paper,the application selection experiment method,with the Yellow River beach area in Henan province high quality grassland belt construction key 9 district beach area farmers as the research object,the first analysis of the influencing factors,the second combination of the participation area proportion,fixed age,forage grass types and agricultural insurance several key attributes,the design,select experimental questionnaire,using mixed Logit model quantitative evaluation of the compensation of different properties of the different properties,and calculate the scientific and reasonable marginal value of returning farmland to grassland ecological compensation level.The results found that: farmers have a high enthusiasm to participate in the conversion of farmland to grass,The implementation of policies has a better environment;Farmers ’willingness to participate is influenced by their personal characteristics,family characteristics,agricultural management characteristics,farmers’ subjective cognitive attitude and the policy of returning farmland to grassland,The implementation of the policy of returning farmland to grassland should be promoted and implemented according to the different characteristics of farmers,Differentiated compensation can improve farmers’ enthusiasm for participation;Most farmers tend to try to choose the policy scheme of forage varieties with small proportion of returning farmland conversion to grassland,relatively short participation years,relatively small planting cost and high compensation amount,and it is best to provide agricultural management insurance to farmers.On this basis,this paper puts forward the following suggestions for the optimization of the policy of returning farmland to grassland in Henan Province,increase the publicity of the policy of returning farmland to grassland in the beach area,let farmers have a deep understanding in the confidence of forage planting,and establish reasonable ecological compensation standard for returning farmland to grassland;establish special service station for returning farmland to grassland in the Yellow River beach area.
