| The report of the 20th National Congress of the Communist Party of China emphasizes the necessity of comprehensively promoting rural revitalization,and emphasizes the need to comprehensively strengthen food security.In recent years,although Jilin Province has increased its efforts to protect black land,the protection situation of black land is still not optimistic.Black land has many problems such as "thinning","thinning",and "hardening",which not only affect the efficiency of agricultural production and the income level of farmers,but also have a serious impact on the improvement of comprehensive food production capacity and sustainable agricultural development,hindering the pace of rural revitalization in Jilin Province.General Secretary Xi Jinping emphasized that in the face of the problem of protecting black land,multiple measures must be taken to mobilize the enthusiasm of farmers to jointly protect and utilize black land.Therefore,this article synthesizes the research results of previous scholars on black land protection,summarizes the current problems in black land protection in Jilin Province through sorting out the basic situation of black land and black land protection work,and takes the willingness of farmers as the starting point to study the influencing factors of farmers’ willingness to participate in farmland protection in black soil areas.The basic goal is to find ways and paths to stimulate farmers’ enthusiasm for black land protection,And provide ideas and relevant theoretical support for the future development of black soil protection measures.This article selects six typical black soil areas in Jilin Province as the research areas,namely Nong’an County,Gongzhuling City,Yushu City,Ningjiang District of Songyuan City,Liuhe County,and Huinan County.A random sampling survey was conducted on farmers in 6 cities and counties.A total of 460 questionnaires were distributed,of which 442 were valid questionnaires.Using the "PSR" model,theoretically explain the reasons for farmers’ willingness to participate in farmland protection in black soil areas.By establishing a logistic model regression analysis,identify the influencing factors that affect farmers’ willingness to participate in farmland protection in black soil areas.The main research conclusion of this article is that the age of farmers in the study area is mainly concentrated between 46 and 65 years old.The aging of the labor force is severe,and the older the age,the lower the willingness to protect farmland,and the slower the acceptance of new things.Therefore,it is necessary to actively encourage young people to join the ranks of protecting and utilizing black soil.Research has found that irregular and concentrated land plots in the region affect farmers’ willingness to protect their farmland.The government should accelerate land transfer to ensure that farmers obtain the right to operate the transferred land,while also strengthening the degree of land consolidation to facilitate mechanized large-scale operations.The implementation of government policies has a significant impact on the willingness of farmers to protect farmland in black soil areas.Strengthening the promotion of black soil farmland protection and implementing subsidy policies will greatly enhance farmers’ willingness to protect farmland in black soil areas.Farmers who are willing to protect farmland in black soil areas have a strong demand for funds,technology,and improving rural infrastructure.High agricultural income has a positive impact on farmers’ willingness to protect their farmland.So,in the utilization and protection of arable land in black soil areas,farmers should not only protect their arable land but also ensure that their own and family interests are not harmed.The government should establish a compensation mechanism for farmland protection benefits,share protection costs,and increase the benefits of farmers in farmland protection.This study proposes the following five policy recommendations: 1:To create a sense of protecting black land throughout society;2: Clarify the property rights of cultivated land and exert the main effect of farmers;3: Increase subsidies for black land protection and strengthen the promotion and application of agricultural technology;4: Strengthening the construction of talent teams;5:Enhance farmers’ awareness of scientific fertilization and widely promote soil testing and formula fertilization technology. |
