Land is the material foundation for human survival and plays a pivotal role in the development of human society. However, with the acceleration of urbanization, the rapid expansion of construction land has led to excessive squeezing of cultivated land space, and the ecological problems caused by surface hardening and industrial wastewater and waste gas discharge have become increasingly prominent.Taking the southern section of the Yellow River Basin as an example, this paper first comprehensively evaluates the ecological security level of the study area from three levels: ecological sensitivity, ecological resilience and ecological pressure, secondly, from the perspective of cultivated land multi-function,uses the NRCA model to analyze the dominant function of cultivated land utilization through the evaluation of cultivated land production function, social function and ecological function, and finally uses FLUS-UGBs module based on geographical simulation to delineate the urban development boundary in the future state. With the urban development boundary as the limit, the cultivated land utilization function as the guide, and the ecological security level as the basis, the cultivated land protection and utilization zoning is formulated, and the sustainable development of cultivated land utilization is finally achieved. The main conclusions are as follows:(1)The results of the ecological security assessment of cultivated land showed that the ecological security level of cultivated land in the southern section of the Yellow River Basin was at a medium level overall, among which the high safety level and low safety level accounted for 8.12% and 4.32% of the total cultivated land area in the study area, respectively, and the medium safety level was 35.08%,which accounted for a relatively large amount, which was reflected in the high level of ecological security of the whole country.(2)The results of the evaluation of the dominant function of cultivated land utilization showed that the leading function of cultivated land utilization in the middle of the study area was the production function, accounting for 37.03% of the total cultivated land. The leading function of cultivated land utilization in the northeast of the study area is a social function, accounting for 38.86% of the total cultivated land, and the leading function of cultivated land utilization in the western part of the study area is an ecological function, accounting for 24.11% of the total cultivated land.(3)FLUS-UGBs module was used to simulate the urban development boundary in2035 based on geographic simulation. The results show that urban development will be further expanded in 2035,showing a trend of gradual expansion, with an area of 5523.68km~2,and the existing arable land within the development boundary in 2035 will be 1563.18km~2,accounting for 28.3% of the total area.(4)Comprehensively delineate cultivated land utilization zoning with urban development as the restriction, the leading function of cultivated land as the guide, and the ecological security level as the basis. The cultivated land outside the urban development boundary is divided into production core area, composite agricultural area, status quo preservation area and ecological restoration area to ensure food production and maintain ecological security. The cultivated land within the urban development boundary is divided into diversified food supply area, leisure agricultural tourism area, urban farming experience area and urban development buffer zone, which is used to ensure the living needs of urban residents and provide urban development space. This study can provide solutions and paths for reconciling and weakening the contradictions and conflicts between cultivated land utilization, ecological protection and urban construction, and can also provide reference for similar areas to alleviate the phenomenon of production, living and ecological space competition and optimize the spatial layout of land.
