Study On The Implementation Of Local Government Policy Of Arresting And Returning-arresting In The Yangtze River Basin

Public policies are an important driving force to promote social development,and their effectiveness depends on how to implement them.As the subject of implementation,county-level governments shoulder responsibilities and obligations that cannot be ignored.As the largest river in China,the Yangtze River has a unique and complex ecosystem in its basin,and its protection needs the active participation and support of the government.In recent years,the ecological environment of the Yangtze River Basin has been seriously damaged,and the aquatic living resources have been sharply reduced,which has aroused the wide concern of the government,the society and the public.In order to protect the ecosystem of the Yangtze River,the Chinese government has taken a series of measures,including a 10-year fishing ban,and government departments have issued a series of policy documents to strengthen the work of banning fishing in the Yangtze River.The W District of Wuhu City,Anhui Province is located in the Qingyi River basin,a tributary of the middle and lower reaches of the Yangtze River,which is the key area for the implementation of the no-catch policy of the Yangtze River.The government of W District actively implements the no-catch policy of the superior,and at the same time makes the implementation plan and relevant policy documents based on the actual situation of the district,so as to ensure the effective implementation of the no-catch policy.This paper takes W District,Wuhu City,Anhui Province as the research object,and through the application of the policy process model,discusses the challenges faced by the county governments along the Yangtze River in the implementation of the Yangtze River reclamation policy,including the policy framework,implementation agencies,target groups and their environment.Through literature research,questionnaire survey,field interview and comparative study,we discussed in detail the four major challenges in the implementation process of fishery policy in W area: ideal implementation obstacles,poor organizational structure,apathetic political awareness of the audience and adverse external influences.After three years of improvement,the framework of the no-catch system in the Yangtze River is becoming more and more mature.The corresponding laws,regulations,policies and measures basically cover the protection of the Yangtze River environment and the needs of fishermen to return to fishing.However,with the progress of The Times,there will still be many new problems to be solved.For example,in order to form a whole in the implementation of the no-catch policy and reduce policy loopholes,the provinces,cities and counties in the Yangtze River Basin have set up special no-catch work teams and working groups at various levels.However,there are still problems such as repeated prohibition of illegal fishing behaviors,employment difficulties of fishermen who have returned to the Yangtze River and difficulties in supervision and law enforcement.Long-term impact on the effectiveness of policy implementation.The implementation of the Great Protection of the Yangtze River requires the continuous efforts of Party committees and governments at all levels in the Yangtze River Basin.In order to ensure that the implemented policies can be improved along with the needs of target groups and changes in social development,and that the subsequent policy formulation and implementation will not be out of line with the reality,the county-level government,as the subject of the implementation of public policies at the higher level and the subject of the formulation of public policies at the same level,Always keep an eye on the changing times.In addition,it is necessary to continuously improve the professional level and implementation ability of the staff of the policy implementation agency,strengthen the construction of internal and external supervision
