Cultivated land is an important resource for the survival and development of human society,and it plays an important strategic role in ensuring food security,maintaining social stability and realizing the sustainable development of agriculture.In recent years,with the continuous growth of population,the occupation of cultivated land by urbanization and the destruction of agricultural non-point source pollution,the problem of food security is facing great challenges.Improving the efficiency of cultivated land utilization is an important way to solve the food security and sustainable development of agriculture.Jilin Province is an important main grain producing area in China,which plays a pivotal role in the national agricultural production.It is of great significance to discuss how to improve the utilization efficiency of cultivated land in Jilin Province for the national food security and to realize the plan of increasing grain production in Jilin Province.Based on this,this paper adopts the random frontier production function model and single element efficiency measurement method of Jilin province cultivated land utilization efficiency,at the same time using Arc-Gis image visualization,center of gravity migration trajectory and coefficient of variation analysis method of Jilin province utilization efficiency regional differences and changes in comprehensive analysis,finally adopts the space dubin model on the influence of cultivated land utilization efficiency empirical analysis.The following conclusions are drawn:(1)The utilization efficiency of cultivated land in Jilin Province lacks efficiency and has significant spatial differences and changes.The mean utilization efficiency of cultivated land was 0.67,Overall in an upward trend;From the perspective of spatial distribution: the central region is significantly higher than that in the eastern and western regions,Form the spatial distribution characteristics of high in the middle and low at both ends;The center of gravity of cultivated land utilization efficiency is in the west side of Yongji County,From 2004 to 2019,the overall trend of "southeast migration",And the migration speed accelerates year by year;According to the method of coefficient of variation analysis,Horizontally: from 2004 to 2019,the coefficient of variation of cultivated land utilization efficiency in counties is in medium variation,And has a contraction trend year by year,This shows that with the passage of time,the gap of farmland utilization efficiency between different regions gradually decreases;Longitudinal: the coefficient of variation between years is weak,This shows that the utilization efficiency of cultivated land in each region is relatively stable.(2)Internal driving factors and external environment have a significant impact on the utilization efficiency of cultivated land and have a significant spatial spillover effect.Effective irrigation rate,cultivated land scale,The urbanization rate and economic development level of the external environment have a significant positive impact on the efficiency of cultivated land utilization,The amount of chemical fertilizer applied per unit of farmland area has a significant negative influence,It may be the low efficiency phenomenon caused by the redundancy of chemical fertilizer input in Jilin Province;From the analysis of spatial spillover effect:urbanization rate,industrial structure upgrading index,corn yield per unit area,fertilizer application per unit cultivated land area,grain economy ratio,cultivated land scale,effective irrigation rate all have significant spatial spillover effect on cultivated land utilization efficiency,Among them,the farmland scale is a negative spillover effect,It indicates that the higher the scale degree of cultivated land in this area,It will have a negative impact on the efficiency of farmland use in neighboring areas.(3)There are significant differences in the intensity of cultivated land utilization efficiency.Among them,the urbanization rate has the highest impact on the western region,the eastern region,the second and the weakest;the mechanization level has the highest impact on the western region,the central region,the central region,the western region,and the eastern region;the economic level,industrial upgrading index and the amount of fertilizer per cultivated area affect the eastern region,the western region and the central region,the weakest;the effective irrigation rate only has a significant negative impact on the eastern region.Therefore,the strategy of improving the utilization efficiency of cultivated land should be adopted according to the influence characteristics of different regions.Accordingly,corresponding policy suggestions are put forward to improve the utilization efficiency of cultivated land in Jilin Province:(1)promote the urbanization construction in order and strengthen the construction of farmers’ employment platform;(2)improve the land circulation service system and cultivate new agricultural business entities;(3)strengthen the promotion of agricultural technology to promote scientific and effective fertilization of farmers;(4)increase the government finance to support for agriculture and improve the construction of irrigation and water conservancy infrastructure;and(5)improve the subsidy of small-holder machinery to improve the utilization efficiency of cultivated land through science and technology.
