The development and application of the Standard Evaluation System of WaterSaving Transformation in this paper. The software of the water-saving comprehensivediagnostic evaluation of expert decision support system is established, which used theC computer progress language on the basis of system construction, existing problems,indexes analysis and selection, hierarchy analysis method and the like. Aftercompared the differences between the typical irrigation area with water savingtransformation and evaluation data, the results confirmed the validity andpracticability of the software of the water-saving comprehensive diagnostic evaluationof expert decision support system. Through testing of the software in water savingtransformation, the study achieved the evaluatin of the reform in water-savingirrigation.Firstly, the actual state and existing problems of the reform in water-savingirrigation is analyzed thoroughly in this paper, as well as the subarea态guideline andwater saving transformation mode. The study compares the differences of foreigntechnical standards and domestic experiences, and draws lessons from foreignexperience in Engineering.Furthermore, the study chooses water-saving standard evaluation index. In thestandard evaluation index selection principle and requirements, this research selectsthe representative strong, good, easy calculation of measurement indicators, andconstructs a standard evaluation system of irrigation area. In the irrigation areawater-saving standards based on the evaluation system, based on standard system ofevaluation index for classification, and the index calculation methods are discussed,thus obtains the water-saving standard evaluation system of applicable conditions.In addition, with the analytic hierarchy process as the main evaluation methods,the study determines the national irrigation zoning evaluation indicators and theweight of evaluation methodology index on the national irrigation district, finallyanalyzed the evaluation results. Then the research developed the software ofwater-saving comprehensive diagnostic evaluation of expert decision support system,based on Visual Studio2008.Lastly, Using the software of water-saving comprehensive diagnostic evaluationof expert decision support evaluates northeast, north, northwest, south typicalirrigation district to analysis and summarize the effect of reform of water-savingirrigation.
