Scientific salary system is of great significance to maintain the public welfare and sustainable development of public hospitals.At the third Plenary Session of the 18 th CPC Central Committee,the CPC Central Committee proposed to establish the salary system in line with the characteristics of the medical industry.In January 2017,the Ministry of Human Resources and Social Security released the document that the Pilot Reform of the Salary System in Public Hospitals,which promoted the pilot reform of the public salary system across the country.In recent years,through the continuous exploration of each pilot area,the reform has achieved certain results.But there is no large-scale replication and promotion of experience in the country.This paper takes the salary system reform of Public hospitals in Mianyang,which has made some initial achievements in Sichuan Province.It studies the main practices,achievements and existing problems in the reform of the salary system of the municipal public hospitals in Mianyang.Through literature review,questionnaire survey,interview and other research methods,investigated the current situation of the salary system reform in Mianyang municipal public hospitals,and summarized it on the basis of multi-dimensional analysis.On the one hand,it summarizes the main measures and achievements of the salary system reform of Mianyang municipal public hospitals: through the formulation of "1 +X" series of supporting systems,the "four beams and eight pillars" of salary system management have been formed,and the general layout of the reform has been preliminarily completed;Through the establishment of a new system,the total salary has been scientifically approved;The dynamic management of the hospital is realized through dynamic adjustment;Through the establishment of guidance and supervision mechanism,the guidance of internal salary distribution and the supervision of salary management were strengthened;The public welfare property of hospital is increasing.On the other hand,it studies the problems existing in the reform,and finds that: the salary system reform of public hospitals in Mianyang City has not been promoted effectively,such as equal pay and equal treatment for equal work,and the profit-making nature of hospitals has not been fundamentally changed;There is a serious problem in the comparison of bad pay;There are defects in the dynamic mechanism of total compensation,and the government is in a passive situation;The internal salary distribution of hospital needs to be improved.After combing and analyzing the causes of the above problems,based on the comprehensive application of demand hierarchy theory,expectation theory,equity theory and other related theories,combined with the practical experience and existing problems of salary system reform in public hospitals in Mianyang City,this paper puts forward some suggestions to further clarify the policy and related caliber through top-level research and design;By optimizing the salary structure,we should establish a salary system more in line with the medical industry;Through the establishment of open salary system,high-level talent salary increase mechanism to solve the problems of personnel comparison and brain drain in the reform.The methods and problems encountered in the reform of the salary system of municipal public hospitals in Mianyang City have certain reference significance for public hospitals to establish a salary system that conforms to the characteristics of the medical and health industry.
