The COVID-19 epidemic is a major global public health event that combines "black swans"and "gray rhinos".The epidemic spreads quickly,has a wide range and is difficult to prevent and control.For the local government,the situation of epidemic prevention and control is grim and complex.Under the protection of a variety of epidemic prevention measures,although there are occasional sporadic risks,epidemic prevention and control has achieved remarkable results.However,due to the lack of relevant experience of local organizations,a small number of local governments have over-implementation in the epidemic prevention policies,which is not only a lazy policy,but also a waste of epidemic prevention resources.At present,the prevention and control of the epidemic situation of COVID-19 has entered the normalization.This paper intends to analyze the influencing factors of over-implementation from the perspective of resources,so as to provide suggestions for the implementation of epidemic prevention policies.This paper collects the cases of over-implementation of epidemic prevention policy through the notification of Health Commission and local government,forms a case base,and invites experts to scientifically judge the over-implementation of each case.Through screening,25 cases of over-implementation of COVID-19 epidemic prevention policy were selected,referring to the job demands-resources model,resource-based theory and conservation of resources theory.This paper divides the factors that affect the over-implementation of epidemic prevention policy into financial resources,professional resources,population resources,technical resources and medical resources,and makes a fuzzy set qualitative comparison and analysis based on QCA software.According to the results of the configuration analysis,there are five paths leading to the over-implementation of epidemic prevention policies,and in horizontal comparison,professional knowledge,medical resources and financial resources are important influencing factors leading to over-implementation of epidemic prevention policies,while the mobility of regional populations has less impact.To further summarize the five path characteristics that lead to the over-implementation of epidemic prevention policies,this paper divides the over-implementation of epidemic prevention policies into three types:the over-implementation of lack of funds and knowledge,the over-implementation of lack of knowledge and medical funds,and the over-implementation of lack of medical funds and technology.In view of the characteristics of the over-implementation of the three epidemic prevention policies,this paper constructs the prevention strategy of over-implementation of the epidemic prevention policy.It is proposed to improve the professional ability of grass-roots leading cadres and front-line epidemic prevention personnel,non-expert leaders need to pay attention to the reserve of funds and medical resources,and use the advantages of artificial intelligence technology to help make up for the resource gap.At the same time,in view of the policy implementation under the condition of limited resources,based on the "strategic triangle model"of public values,the following countermeasures and suggestions are proposed:reduce the risk of excessive policy implementation through responsive governance,create a legal implementation mechanism to promote policy response efficiency,and improve the operating mechanism to suppress the pain points of excessive policy implementation. |
