Without the health of the whole people,there will be no well-off society in an all-round way.Medical and health services are directly related to people’s health.It is the bounden responsibility of governments at all levels to ensure the health of the whole people.At present,China has entered a critical period of the new medical reform.The uneven distribution of health resources,the imperfect health service system,the sinking of high-quality medical and health resources and the improvement of a reasonable medical system have become key problems to be solved.The diagnostic and hierarchical treatment system is to improve the efficiency of using medical and health resources and optimize the allocation of regional health resources,One of the core systems to meet the medical needs of residents in the jurisdiction and solve the problem of difficult and expensive medical treatment.It is true that although the government implemented the graded diagnosis and treatment system with the construction of grass-roots medical services as the starting point,and issued a series of policies to strengthen the implementation and implementation of the system,in terms of the current situation of medical services in Baiyin City,the overall effect is limited,the top heavy "inverted pyramid" of the medical service system still exists,and the order of graded diagnosis and treatment has not been fully reflected,Community health service centers and other grass-roots medical and health institutions still focus on basic public health services,the rigidity of the first diagnosis at the grass-roots level is insufficient,and the hierarchical diagnosis and treatment organization is loose.Based on the above considerations,this paper takes Baiyin City as an example,first combs the concepts of graded diagnosis and treatment,community health service center,etc.,describes the main body,mechanism,measures,process and other aspects of the operation of Baiyin community health service center by using literature method,questionnaire survey method,interview method,etc.,and analyzes the current problems of Baiyin community health service center.The main problems are limited access to resources by community health service institutions,imperfect construction of medical consortium Community residents are in a passive choice position,and patients do not recognize the treatment ability of community health service centers.Based on the new theory of public governance and public economy,this document analyzes the specific cause of the four aspects: administrative influence,participants,residents’ role and service security.Finally,according to the actual situation of community health service in Baiyin City,this paper proposes to build a community health service system from a single subject to multiple subjects;Strengthen the capacity building of community health service;Give full play to government functions;The multi-channel optimization evaluation system and other aspects of countermeasures and suggestions are expected to help Baiyin City optimize the supply of community health services and provide reference for the improvement of the level of primary medical services.
