Occupational health is an important foundation and component of the building of a healthy China.It concerns the health and well-being of workers and the overall situation of economic development and social stability.In recent years,as one of the important central cities in Northeast China,Changchun has a variety of industries and a large number of employees.Employers are faced with a variety of occupational-diseaseinductive factors.In addition,employers have low awareness of main responsibility and employees’ awareness of prevention and control,all of which bring great safety risks to occupational health.At the same time,in accordance with the requirements of the national ministerial system reform,the occupational health supervision function of Changchun was transferred from the Work Safety Administration to the Health Commission in April 2019.In the process of function alternation,new supervision problems keep emerging,which brings challenges to the supervision work.In the context of "Healthy China 2030",this paper takes Changchun,the spring city of the North,as the entry point,adopts literature analysis method,comparative analysis method and case analysis method to briefly summarize scholars’ viewpoints on occupational disease,occupational health and government regulation,and takes government regulation,public governance and responsible government as the theoretical basis.Based on the current status of occupational disease and occupational health supervision in Changchun City,this paper analyzes the existing problems and causes of occupational health supervision in Changchun and explores the supervision path.Through the study of occupational health supervision,it is found that there are three problems in Changchun: imperfect occupational health supervision system,weak supervision force,and weak external supervision.The reasons for these problems include unclear scope and supervision responsibility of occupational disease prevention department,low emphasis on occupational health supervision,inadequate implementation of corporate main responsibilities,and insufficient allocation of supervision personnel.The comprehensive quality of the supervision team is not high,the supervision concept cannot keep pace with The Times,the support ability of the third party occupational health technology is insufficient,the public supervision is lack of correct publicity and guidance,the self-discipline of the industry is lack,and the supervision by public opinion is not in place.In order to solve the above problems,combined with the work experience in the field of occupational health supervision at home and abroad,the corresponding countermeasures were put forward,including from the construction of the supervision system,put forward the clear responsibilities of the department,improve the attention of the government and enterprises;From the aspect of strengthening the construction of supervision team,it proposes to build a high-level supervision team,provide adequate supervision guarantee from the aspects of human resources,material resources and financial resources,improve the technical level of supervision by strengthening training and assessment,and enhance the testing ability of third-party technical service institutions.From the aspect of strengthening external supervision,the mechanism of strengthening public cognition,industry self-discipline and public opinion supervision is put forward to promote the improvement of occupational health supervision level in Changchun City.
