| Objective:This study is based on the theory of dynamic ability COVID-19(hereinafter referred to as COVID-19)community prevention and control dynamic ability concept and components,COVID-19 community prevention and control dynamic ability evaluation framework,build a set of scientific and effective COVID-19 community prevention and control dynamic ability evaluation index system,and determine the weight of index elements at all levels,provide tools for COVID-19 community prevention and control dynamic ability evaluation.Methods:Using the literature research method,the theoretical analysis method,the subject group discussion method,To propose the concept and components of dynamic capacity for COVID-19 community prevention and control based on dynamic capability theory,And establish an evaluation framework;Using the participatory observation method and the subject group discussion method,Establish an entry pool of indicators for the dynamic capacity of COVID-19 prevention and control;Using semi-structured interview,panel discussion,Combining a multi-stage stratified sampling method and a purpose sampling method,Xinjiang Production and Construction Corps(XPCC)staff participating in the community of COVID-19 prevention and control for personal in-depth interviews,And also organized and analyzed the interview data,Establish a dynamic evaluation index system for community COVID-19 prevention and control;Using the Delphi expert consultation method and the thematic panel discussion method,Screening evaluation indicators of dynamic community COVID-19 prevention and control;Using a hierarchical analysis method,Determine the weight of each indicator,Establish a dynamic evaluation index system for community COVID-19 prevention and control.Results:1.A framework for dynamic capacity assessment of COVID-19 community prevention and control has been established.COVID-19 epidemic community prevention and control dynamic ability defined as community acquisition,integration,reconstruction of internal and external emergency resources to environmental changes,it by the environment perception(i.e.,assessment organization itself risk,identify internal requirements,the ability of information communication),knowledge learning ability(knowledge acquisition,digestion,transformation and application ability),resource integration ability(i.e.,integration,coordination,communication and collaboration ability)and organizational reconstruction ability(i.e.,organizational structure,work process reconstruction ability)four dimensions.2.An evaluation index system for dynamic community COVID-19 prevention and control has been established.The system includes environment perception ability,knowledge learning ability,resource integration ability and organization reconstruction ability four level indicators,risk assessment ability,demand identification ability,information transmission ability,emergency training ability,knowledge absorption and transformation ability,knowledge application ability,resource acquisition,resource coordination,communication and collaboration,emergency team construction ability and emergency organization structure optimization ability 11 secondary indicators and 47 level 3 indicators.3.The positive coefficients of the two rounds of Delphi expert consultation were 86.67% and 100%respectively.In the second round of Delphi expert consultation,the Kendall coefficients of the Delphi expert consultation were 0.83,0,74 and 0.256 respectively,and the P-value of chi-square test was less than 0.001.4.Determine the weight coefficient of each index,Among them,the weight coefficients of the four first-level indicators of environmental perception,knowledge learning,resource integration and organizational reconstruction were 0.0936,0.2698,0.2615 and 0.3751,respectively;The weight coefficient of risk assessment ability,demand identification ability and information transmission ability of the three secondary indicators under the dimension of environmental perception ability are 0.2588,0.1573 and 0.5839 respectively;The weight coefficient of the emergency training ability,the knowledge absorption and transformation ability,and the knowledge application ability of the three secondary indicators of the knowledge learning ability dimensions are 0.2405,0.2577,and 0.5018 respectively;The weight coefficient of resource acquisition ability,resource coordination ability and communication and cooperation ability of the three secondary indicators under the dimension of resource integration ability is 0.6319,0.1536 and 0.2145 respectively;The weight coefficient of the construction capacity of the emergency work team and the optimization capacity of the emergency organization structure of the two secondary indicators under the dimension of organizational reconstruction capacity is 0.1806 and 0.8194,respectively.5.The score of the communities under the jurisdiction of the three cities is higher than 4.5 points,and the overall dynamic ability of novel coronavirus infection prevention and control in the communities is good,which can meet the basic emergency needs.Among them,the dynamic ability score of the community in L city was 4.630,ranking first among the three cities;the dynamic ability of novel coronavirus infection in M city was 4.524,ranking third among the three cities;and the dynamic ability of the community in N city was 4.575,ranking second among the three cities.The communities under the jurisdiction of L city have strong resource coordination and emergency organization structure optimization,and risk assessment ability needs to be enhanced;M City has excellent information dissemination,but poor resource acquisition and resource coordination;N City has excellent overall capabilities,especially for information dissemination,emergency organization team building and emergency organization structure optimization.Conclusions:Based on the theory of dynamic ability,based on literature research and participatory observation,semi-structured interviews and expert correction for empirical,the public health emergency community prevention and control ability of dynamic content is summarized,put forward the public health emergency community prevention and control ability assessment framework,and to improve the public health emergency community prevention and control dynamic ability as the goal,to build a can reflect public health emergency community prevention and control
