| Public hospitals have assumed the important responsibility of national health and patient care services.The fierce market competition and their own development needs have led to the refinement and modernization of the management system of public hospitals.It is necessary to build a scientific performance assessment and distribution system that takes into account quality,technical difficulty and fairness and efficiency to promote modern public hospitals to better base themselves on the market and serve the people,maximize the enthusiasm of medical staff while meeting the people’s health needs,so as to establish a good hospital treatment environment and tap the development potential of the hospital.The current performance appraisal system of The First Hospital of Qinhuangdao is a performance-based salary distribution method based on full cost accounting.This method is based on the balance of revenue and expenditure and cost as the assessment center,which cannot make the performance allocation resources tilt to the posts with high technology and high labor value.The current performance system does not meet the long-term strategic development needs of the hospital,and the optimization and reform of the performance appraisal system is imperative.Firstly,this article reviews the literature and sorts out the theoretical knowledge of performance assessment,explains the research status,research content,and research methods of performance assessment at home and abroad,and provides theoretical basis for the optimization of the performance evaluation system of the department in The First Hospital of Qinhuangdao.Secondly,the current status of the performance assessment system of the department in The First Hospital of Qinhuangdao was analyzed,and through questionnaire surveys,there were problems and reasons for the performance assessment system of the department.Third,formulate the goals,principles and ideas of optimization of the performance evaluation system,and optimize the performance assessment content of the department through the RBRVS performance assessment method,key performance indicators and cost control rules.Finally,the implementation of the implementation of the performance assessment system is proposed in the three aspects of organization,culture,and system to ensure the successful implementation of the optimized performance assessment system.The results of this research are to optimize the performance evaluation system of the department in The First Hospital of Qinhuangdao,in order to enhance the management level of hospitals and improve comprehensive strength,and expect the results to provide a benefit for the construction and optimization of other hospital’s performance evaluation system. |
