Under the requirements of the New Policy of late Qing,under the influence of international trends,and the further deepening of the understanding of the dangers of opium,the Qing court began a vigorous anti-smoking campaign in the 32nd year of Guangxu.This ban on smoking is different from the past,and it is a campaign from top to bottom,from officials to the people,and the whole society actively participates.From the perspective of governance,the anti-smoking decree not only governs the people from the four aspects of banning planting,smoking,selling and banning,but also administers officials from the two aspects of banning smoking and assessment.From the point of view of governance,the implementation of laws and regulations depends not only on officials,but also on the gentry and ordinary people.In the specific law enforcement process,the administration of officials and the people go hand in hand,the government and the people complement each other,emergency management and normalized governance are dialectically unified,and peopleoriented governance and professional governance are worthy of reference in contemporary national governance.
