Research On Vietnamese Cultural Diplomacy (Since 2011)

The end of the Cold War,along with the continuous deepening of economic globalization and political multi-polarization,the world is moving in the direction of cultural diversity.Specific to the level of international relations,the spatial scope of a country’s national interests,in a certain sense,has gone beyond the tangible national borders,and is reflected in the mutual connection and integration with other countries,which requires the entire country’s foreign affairs to have higher The integrity of the country requires that the country’s diplomacy go beyond the scope of traditional "diplomacy" and extend diplomacy to various fields such as politics,economy,military affairs,and culture.In this context,the functions and contents of diplomacy are constantly expanding,and cultural factors are playing an increasingly important role in international relations.This article combines Vietnam’s cultural diplomacy strategy,cultural diplomacy practice and other measures to clarify the achievements of Vietnam’s cultural diplomacy.There are six parts in this paper.The introduction part discusses the background of the topic of this article,the research status of "Vietnamese cultural diplomacy" and the academic and theoretical significance of the research.It focuses on analyzing the concept of "cultural diplomacy" and its role in international relations,and discusses the specific research methods and innovations of this paper.The second part discusses the background and goals of Vietnam’s cultural diplomacy,sorts out the three stages of the development of Vietnam’s cultural diplomacy,and puts forward the background of Vietnam’s cultural diplomacy: the changes in the external environment,the needs of economic and social development,and the needs of national cultural construction.Then it interprets the strategic text of Vietnam’s cultural diplomacy.The third part is also the key part of this article.It lists the main institutions and their functions to promote Vietnam’s cultural diplomacy,and analyzes the main content of Vietnam’s cultural diplomacy from four aspects.The first is the promotion of the world’s intangible cultural heritage;the second is the diplomacy of world cultural celebrities;the third is overseas Vietnamese teaching;the fourth is cultural diplomacy under the new crown epidemic.The fourth part is to summarize the characteristics and effects of Vietnam’s cultural diplomacy.The characteristics mainly include: the coordination of diplomatic subjects,the weakening of ideology,and the continuity of policy implementation.The effects include: complementing political diplomacy,boosting economic diplomacy,and improving the image of the country.The fifth part discusses the future and thinking of Vietnam’s cultural diplomacy,points out the relationship between the "three pillars" of Vietnam’s diplomacy,and the future planning of Vietnam’s cultural diplomacy.At the same time,it analyzes the double-sided impact of Vietnamese cultural diplomacy on the Chinese culture of the same origin.Under the new situation,China and Vietnam face the future together and achieve common development of mutual benefit and win-win results.The sixth part is the summary of this article,which summarizes the four aspects of Vietnam’s cultural diplomacy,as well as the future development direction and improvement measures.
