| The protection of Yi ethnic culture through ethnic policies is an important manifestation of China’s efforts to safeguard minority cultures.As times change and cities develop,ethnic policies continue to evolve,placing greater emphasis on preserving the unique characteristics of minority traditional cultures.Given the differences among various ethnic cultures,cultural exchange has become particularly important,as it can facilitate integration and mutual learning among different cultures,promoting cultural renewal,improvement,and development.Cultural exchange not only drives cultural development,but also serves as an important means for mutual understanding,respect,and equality among different ethnic groups.The Smith model is a classic model widely used for analyzing policy implementation.It summarizes the factors influencing policy implementation into four parts: ideal policy,implementing agencies,target groups,and external environment.Although these factors seem to be independent of each other,they are actually interconnected,mutually influential,and supportive,like the four faces of a cube,forming a comprehensive examination of policy implementation.Applying this model to the Yi ethnic culture protection policy in Leju Village,Kunming,a clear policy development background is established through a review of the development of Yi ethnic culture policies in Yunnan Province and the existing Yi ethnic culture policy system in Kunming.Based on an understanding of the current status of policy implementation,implementing agents,target groups,and policy implementation environment,comprehensive analysis is conducted using the Smith model,along with survey methods such as case studies,questionnaires,and interviews of relevant materials,implementers,and local villagers.Through comparative analysis and actual research,deficiencies in the policy itself,as well as problems and reasons for policy implementation,are identified.Only by finding the root of the problem can corresponding optimization paths and recommendations be proposed to continue to effectively fulfill the role of the policy and promote the progress of Yi ethnic culture protection in Leju Village,Kunming. |
