Based On The Smith Policy Implementation Model, J City Government Promotes The Policy Implementation Research Of "Teochew Opera Into Campus" Activities

Traditional culture is rooted in the five thousand years of Chinese civilization and has absorbed the essence of culture.It is an important part of the sustainable development of Chinese culture and the rejuvenation of national culture.However,the enhancement of global integration and the acceleration of modernization have pushed the exchange and integration of cultures between China and the rest of the world,which is both a challenge and an opportunity for the fine traditional Chinese culture.In order to inherit and innovate the traditional culture well,activity like "Traditional Culture into Campus" arises at this historic moment and becomes an important carrier and medium of the traditional culture.Governments at all levels take it seriously and call on all kinds of schools to carry out a variety of activities and actively explore new ways of traditional culture education.What's more,a series of laws regulations and policy outlines are issued to provide guidance for the inheritance of the traditional culture.China has a vast territory,numerous ethnic groups and different local conditions and customs.In the long process of evolution,excellent traditional cultures with local and national characteristics have been formed.Traditional culture includes ancient poetry,folk music,folk art forms,customs and habits,traditional Chinese painting and calligraphy,etc.,all with rich connotation.The central government's "Traditional Culture into Campus" initiative was implemented by the local government of J city,which was manifested as "Teochew Opera into Campus" activity.Teochew opera belongs to the category of traditional culture and it is the local drama of J city with distinctive local characteristics.It is honoured as the "exotic flower of the south" and well known for its strong artistic style and local characteristics,which expressing the emotions and joys of the people.The popularity of Teochew opera not only gives the activity of "Teochew Opera into Campus" a broad mass base,but also provides rich social resources for promoting the activity.J city carries out the activity of "Teochew Opera into Campus",which not only promoting the construction of campus culture through Teochew opera art,but also improving the skills and comprehensive quality of the teachers and students in J city,also makes the Teochew opera,a drama with a long history,better protected and inherited.Policy implementation is a dynamic process of transforming policy contents into policy objectives.The effect of policy implementation is influenced by the interaction of various policy elements.Smith,an American policy scholar,demonstrated the influence of four variables on the process of policy implementation:idealized policy,the subject of policy implementation,the target group,and the policy environment,He constructed the Smith model of policy implementation."Teochew Opera into Campus" in J city has received the support of teachers and students,and attracting great attention from the government and society of all levels.But the process of policy implementation also has exposed some problems.The analytical framework of this paper is based on the policy implementation in J city.Meanwhile,an in-depth case study was conducted on the activities of "Teochew Opera into Campus" in J city,on the basis of sorting out relevant policies and field research.This paper also focuses on the current situation of the implementation of the policies in the activities of "Teochew Opera into Campus" in J city and summarizes the existing problems in the process of promoting the activities of J municipal government.Based on Smith's policy implementation model,the problems existing in the process of promoting the activities of J city government are analyzed from the four dimensions of policy itself,the subject of policy implementation,the target group and the policy environment,and the reasons are analyzed.Finally,some suggestions for effective implementation are put forward in the hope of providing some reference for the government to promote such kind of activities.
