| Based on carbon peak background,this article comprehensively analyzes the existing problems in the promotion and application of new energy vehicles in Chongqing,deeply analyzes the formation texture behind the problems,and puts forward suggestions from policy orientation,institutional mechanisms,and other aspects based on existing experience at home and abroad.Although Chongqing is vigorously promoting new energy vehicles,there are currently problems in energy supply,infrastructure construction,and financial subsidies due to the limitations of natural resource endowments,as well as poor policy planning and implementation.One of the main reasons for the problem is insufficient resource endowment,and there is an upper limit for renewable energy power generation;The second is to guide and support the unmet market demand by policies,which restricts the large-scale development of new energy;Third,financial subsidies lack supporting measures and the effectiveness evaluation mechanism is not perfect.The advanced experience at home and abroad can provide reference for the promotion and application of new energy vehicles in Chongqing.First,Norway has provided significant preferential measures for consumers of new energy vehicles from aspects such as economy and transportation.Second,Japan pays attention to the research and development of related technologies such as hydrogen energy production,storage,transportation,and utilization,and provides financial support for them.Thirdly,Liuzhou City has integrated government and enterprise resources,guided social capital investment,and activated citizens’ consumption capacity,leading the country in the field of electric vehicle promotion.Fourth,cities such as Shanghai,Chengdu,Foshan,and Zhangjiakou have successively issued relevant policies,stepping out of the new model of building comprehensive energy stations.Through research,this article believes that to comprehensively promote the application of new energy vehicles,Chongqing municipal government departments can start from the following aspects.First,expand new energy preparation channels according to local conditions.Relying on the advantages of natural gas resources,accelerate the implementation of the construction plan for diversified power generation capacity,and build a solid energy support for charging and exchanging electricity.Introduce leading enterprises to pilot large-scale production of hydrogen energy to quickly reduce fuel costs.The second is to integrate resources and improve infrastructure construction.Under the guidance of the government,multiple parties will work together to form a win-win investment model for charging facility construction.Government led efforts to accelerate the planning,construction,and implementation of integrated energy stations;Government supervision,strengthening supervision of facilities and equipment,and improving efficiency of use.Third,scientifically implement policies to improve the benefits of financial subsidies.Focus on subsidizing key core technologies,increase subsidies for supporting infrastructure construction,focus on improving subsidies for private consumers,explore market-oriented subsidy mechanisms,and improve regulatory measures. |
