Affected by the COVID-19 and other factors,Primary medical resources in China have become increasingly scarce in recent years,especially,some rural medical institutions.In these institutions,not only medical staffs are insufficient,but doctors’ technical level is also limited.So,in these rural areas,medical treatment needs of inhabitants can’t be satisfied.Meanwhile many patients have to be transferred to larger hospitals for receiving reliable treatment.In other words,the timeliness and quality of medical treatment in these areas can’t be guaranteed.It can be seen that the medical staff human resources system in rural medical institutions should be optimized and updated.For improving the convenience and efficiency of rural area medical treatment,some policies should be discussed and applied.Such as,guide medical professionals to work for primary medical institutions.Think about rural characteristics before arranging medical staff.Improve the vitality and enthusiasm of medical personnel in rural medical institutions,etc.Firstly,this dissertation defines related concepts such as rural medical institutions and health human resources.Second part is systematic review of domestic and foreign literature research.Then taking human capital theory and public goods theory as the basis,this dissertation investigated the current situation of health human resources allocation in rural medical institutions in District D through data collection and interviews,and then analyzed the current problems and causes of their allocation.Through the analysis,it can be found that the main problems in the allocation of health human resources in rural medical institutions in District D are that the total number of medical personnel does not match the demand,the quality of personnel does not match the actual requirements,and the staff proportion is not coordinated.According to the identified problems,the causes are mainly three aspects: the employment environment in rural medical institutions needs to be improved,the treatment of medical staff does not meet their actual expectations,and the backward recruitment and evaluation system increases the resistance of talent recruitment.Rural medical care has its special patterns and characteristics,although it is at the primary level,it is in the most critical position.To promote its development must rely on government investments and policy guarantee.This dissertation proposes relevant suggestions for improving the allocation of health human resources in rural medical institutions from the perspectives of policies,systems,and funds,Such as optimizing the job management system,expanding the autonomy of employers,arranging sufficient subsidies to improve the level of support capability,and developing a talent training model with county characteristics,flexible working mechanisms,so as to attract more medical professionals to work in primary medical institutions,contributing to the construction of beautiful rural areas.
