The urgency of supplying public cultural facilities in rural areas is brought to a new height with the implementation of the national rural revitalization strategy and the accelerated urbanization process.Improving the overall level of supply of rural public cultural facilities is of far-reaching significance to enrich the amateur cultural life of the rural masses and cultivate civilized countryside,and is an important link in the revitalization of rural culture,moreover,it is a fundamental project for a strong socialist cultural state.However,in the context of the new era,due to the transformation of the main social contradictions in China,the rural masses have an increasingly strong demand for using rural public cultural facilities for fitness and entertainment,learning and education,skill enhancement,and art inculcation,etc.The long-term government-based single supply model has been difficult to meet the diverse and high-quality cultural life needs of the rural masses,and the low level of coordinated participation of social forces has restricted the actual effectiveness of rural public It is necessary to further apply the theory of collaborative governance to plan the introduction of social forces to participate in the supply of rural public cultural facilities,optimize the order of participation of multiple subjects in the supply of rural public cultural facilities,and meet the needs of rural people for a better spiritual and cultural life.Based on the theory of collaborative governance,this paper uses literature research,field research and questionnaire survey to study the problem of rural public cultural facilities supply and countermeasures,taking County L as an example.First,on the basis of sorting out the domestic and foreign studies on the supply of rural public cultural facilities,we introduce the research background,research significance,research methods,innovations and shortcomings of the study,define the concepts of public cultural services and rural public cultural facilities,outline the concept,content and characteristics of the collaborative governance theory,and analyze the applicability of the collaborative governance theory to the supply of rural public cultural facilities.Secondly,we analyze the current situation of the supply of public cultural facilities in rural areas of L County,and through questionnaires and interviews,we sort out the current situation of supplying subjects,supplying contents,financial investment,and institutional construction of public cultural facilities in rural areas of L County;again,we summarize the problems in the supply of public cultural facilities in rural areas of L County,and focus on the issues of collaborative governance environment,collaborative governance capacity,and collaborative governance capacity.Finally,we put forward measures for optimizing the supply of rural public cultural facilities from the perspective of collaborative governance,including establishing a value-oriented environment for collaborative governance,enhancing the capacity of collaborative supply by giving full play to the advantages of multiple subjects,integrating information resources to meet supply and demand,creating a better collaborative approach to improve the effectiveness of supply,and improving the supply of public cultural facilities from the perspective of collaborative governance.Finally,we propose specific countermeasures to foster a collaborative governance environment by establishing a value orientation,enhance the collaborative supply capacity by taking advantage of multiple subjects,integrate information resources to achieve the matching of supply and demand,improve the effectiveness of supply by creating an optimal collaborative approach,and form a collaborative governance synergy by improving the operation guarantee mechanism,with a view to providing useful reference for promoting collaborative governance of rural public cultural facilities in the new era.
