With the popularization of vaccination,the problem of vaccine safety has gradually entered our vision.As a vaccine invention country,the UK also continues to promote the development of vaccination.However,in the specific process of vaccine promotion,there are still deficiencies in vaccine safety and vaccination guarantee,which makes the UK’s vaccination cause twists and turns.On the one hand,the British government learned from the experience and lessons of people’s resistance to vaccination,and gradually restored people’s confidence in vaccination through the continuous introduction of corresponding laws and regulations.On the other hand,this kind of vaccine resistance has not been effectively cured,but has always existed in the vaccination process in the UK.The introduction of The Vaccine Damage Payment Regulations 1979 is not only an effort made by the British government to actively deal with the distrust in the process of vaccination promotion,but also a commitment made by the British government to the people.It can be said that it has played a strong role in reviving the confidence of British vaccination.This thesis consists of four chapters.The first chapter mainly introduces the problems and solutions in the process of vaccination in the UK before the promulgation of The Vaccine Damage Payment Regulations 1979.In the early period of compulsory vaccination,vaccination will bring other side effects,and the government lacks relevant safeguard measures,so people’s vaccination enthusiasm is not high.In order to improve the vaccination rate,the government adjusted the vaccination policy to people’s voluntary vaccination,but the safety problems caused by the "stop reaction" incident reappeared,which continued to amplify British families’ concerns about the safety of drugs and vaccines.The second chapter mainly introduces the background of the vaccine damage compensation act of 1979.Firstly,the introduction process of the "Pearson report" is analyzed.The report responded to the definition of responsibility and compensation for the "stop reaction" damage incident in the UK at that time,which is undoubtedly to protect the interests of the people.However,the disadvantage of this report is that the division of rights and responsibilities for some medical accidents that are difficult to define can not satisfy the people.The prevalence of other immune diseases in infants due to refusal to vaccinate has increased significantly,which has affected the health level of more British people.The introduction of a law specifically for vaccination protection has become the first choice of government work,and the UK has also carried out the law-making work.The third chapter introduces the implementation and improvement process of the vaccine damage compensation act of 1979.The introduction of the bill provided compensation for families who had been damaged by the vaccine.The British law clearly defined the rights and responsibilities of diseases,disabilities and even deaths caused by vaccination,which brought help to British families at that time.However,some provisions in the bill have too strict requirements and strict compensation conditions.In order to meet the needs of the people,the British government has revised the law six times to make it more suitable for the national conditions of the UK.The vaccination level of the UK,especially the vaccination rate for infants and young children,has been restored to a great extent.The fourth chapter introduces the impact of the vaccine damage compensation act of 1979 at home and abroad.The fourth chapter mainly introduces two contents.One is the method of uniting all forces of society in dealing with the issue of vaccination compensation in the UK.Through the joint efforts of the government,medical institutions and mass media,we can create a reassuring vaccination environment for the people.Second,the vaccine safety monitoring and accident compensation measures in the UK have not only basically solved the problem of low vaccination rate in the country,but also promoted the establishment of social medical security system and vaccine safety supervision network in many countries around the world.In the conclusion part,The Vaccine Damage Payment Regulations 1979 is a protective act formulated by the British government and all sectors of society,especially the British people,for vaccine safety.The introduction of this bill not only protects the rights and interests of vaccinators in the UK,but also standardizes the domestic vaccination system and contributes to improving the vaccination level in the UK.
