| After "precise poverty alleviation","rural revitalization" has been put on the agenda,and "rural revitalization" is a picture of the revitalization of five aspects of the countryside,among which "rural culture" is an indispensable part.The construction of public cultural services in rural areas is an important way to promote the realization of the goal of "rural civilization"."The 14 th Five-Year Plan" further clarifies the status and development goals of public cultural services,proposes to improve the public cultural service system,and at the same time to enhance the functions of comprehensive cultural service centers and promote the innovative development of grass-roots public cultural services.The construction of comprehensive cultural service centers at the grassroots level in Henan Province was fully rolled out in 2016 and completed in 2019.This paper takes the village-level integrated cultural service center as the core of the study to understand the supply and demand of rural public cultural services,and uses the new public governance as a theoretical tool to understand the villagers’ feelings about the use of the village-level integrated cultural service center by visiting the villages and towns in L County,using both questionnaires and interviews to understand the relevant construction situation from the town government staff.Through the analysis of seven dimensions in the actual operation of village-level integrated cultural service centers,we understand the actual performance and problems in the operation of village-level integrated cultural service centers,and make corresponding suggestions based on the problems.The research learned that the following problems exist in the relationship between supply and demand of village-level integrated cultural service centers in L County,Henan Province: First,the supply side is in place,but the quality of supply is not high and the stability of supply is not enough;the demand side is absent,the utilization rate of facilities is not high and resources are idle;second,the supply value selection is based on "product-driven logic" as the main logic;third,the supply side lacks understanding of villagers’ needs.Third,the supply side lacks the motivation to understand the villagers’ needs,the demand docking is not in place,the platform still maintains the traditional docking method,and the docking method is single.This paper argues that the above problems are due to the single supply body,uneven distribution of government attention,misalignment of supply logic,unreasonable setting of performance indicators,insufficient motivation of farmers’ participation and lack of supervision.Based on the above reasons,this paper proposes optimizing attention allocation,changing development philosophy,improving performance assessment,and reshaping demand expression of public cultural services in order to provide a reference for future public cultural service construction. |
