A Report On The Translation Of Government Work Report Of Napo County In 2020

Napo County of Baise City,bordering Cao B(?)ng and Hà Giang provinces of Vietnam,occupies an important frontier position in the China-ASEAN Free Trade Area.In recent years,the comprehensive strength of Napo has been continuously enhanced,enabling it to get access to increasing international exchanges.The Government Work Report(hereinafter referred to as GWR)of Napo County is one of the significant ways for international community,especially for international business partners to learn about the county.Therefore,its English translation is particularly important,as it can not only promote its economy and culture,but also present a good image of the county.According to Newmark’s text typology,this report finds that GWR has three text functions: informative function,expressive function,and vocative function.In the process of translation,semantic translation and communicative translation can be used in a coordinated manner.Specifically,at linguistic level,in the translation of polysemy,synonym repetition,non-subject sentences and long sentences,specific methods such as literal translation,paraphrase,omission,addition,voice conversion and division are adopted to make the expressions smoother and easier to understand;at rhetorical level,the pattern of parallelism is retained and the connotations of metaphors are revealed;at cultural level,neutralization is applied in the translation of four-character words,while the local cultural characteristics of culture-loaded words are preserved;at political publicity level,the specific meanings of numerical abbreviations are expounded,and the political authoritativeness of GWR is reflected in the readable translation of political terms.In this C-E translation,the two translation strategies are used flexibly to supplement each other,thus ensuring and improving the translation quality.The translator hopes that this report can be of some reference value for the translation of GWR.
